The Mission and Installation Contracting Command (MICC) - Fort Sam Houston, on behalf of the U.S. Army Installation Management Command (IMCOM), has issued a Firm-Fixed-Price (FFP) Task Order on a sole-source basis to AT&T Mobility LLC (CAGE: 1XGS4) under the Department of the Navy Spiral 4 Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Contract (MAC), Contract Number N00244-24-D-0005.
The requirement is for the continuation of FirstNet wireless services and associated devices. These services support approximately 3,565 first responders and emergency officials at 71 U.S. Army installations, ensuring prioritized and preemptive communication capabilities during critical incidents. The total estimated value is $22.6M over a 5.5-year period of performance, including all options.
The statutory authority permitting this exception to fair opportunity is FAR 16.505(b)(2)(i)(B): "Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized."
AT&T is the only contractor on the Navy Spiral 4 MAC capable of providing this service, as they are the exclusive provider of the National Public Safety Broadband Network (FirstNet) under a 25-year contract with the Department of Commerce.
