LAND SURVEYING TERM SERVICES

Cook Inlet Housing Authority (CIHA) is accepting proposals from responsive and responsible contractors for land surveying term services.

SCOPE OF SERVICES

The selected land surveying firm(s) shall conduct general land survey tasks in accordance with industry accepted standards and practices as well as the requirements of the State of Alaska, Municipality of Anchorage and other local authorities having jurisdiction. Survey work efforts may be for the purpose of obtaining information for future CIHA site development plans, boundary surveys for land acquisition and capital project construction sites.

Cook Inlet Housing Authority (CIHA) is a state-chartered Housing Authority primarily funded by
the Department of Housing and Urban Development (HUD), with other State and private grant
funds and loan sources. CIHA is accepting sealed proposals hand-delivered, mailed or emailed
from responsive and responsible land surveying firms for a multi-year contract for surveying
services related to and necessary for land acquisition and construction development efforts at
various locations in Anchorage, Alaska.
Proposals must be submitted, clearly marked: “Attn: Procurement, RFP #25P-DV-225, Land
Surveying Term Services – Do Not Open”. Mailed proposals must be received at CIHA,
Attention: Procurement, 3510 Spenard Road, Anchorage, Alaska 99503. CIHA will reject
proposals received after the Proposal Due Date. Faxed proposals will not be accepted.
Mailed and hand-delivered proposals: Proposals must be received no later than the
deadline stated in the Specified Dates according to the time clock located at CIHA’s front
desk.
Emailed proposals: Proposals must be received no later than the deadline, according to
the time and date received by CIHA’s email server. Emailed proposals must be submitted
to procurement@cookinlethousing.org.
All proposals must be submitted with forms supplied in this RFP and are subject to all
requirements of the RFP documents. All proposals must be regular in every respect, and no
interlineation, excisions, or special conditions shall be made or included in the Proposal Pricing
Form by the Offeror.
QUESTIONS
CIHA will not be bound by any oral interpretation of this RFP. Questions are encouraged and
must be sent in writing or via email to Procurement at procurement@cookinlethousing.org by the
deadline in the Specified Dates. Questions received after the deadline will be disregarded.
Substantive issues received by the deadline will be answered by addendum to all plan holders.
No questions shall be directed to any other CIHA employees or CIHA representatives.
CONTRACT TERM
The awarded contract will be in effect for a period of two (2) years with an option to extend for
two (2) additional one (1) year terms based on available funding, satisfactory performance,
mutual consent and agreed upon pricing. The contract shall automatically renew unless either
party gives written notice of thirty (30) days prior to the expiration thereof.
For any price increases to be considered, the awarded contractor must give CIHA thirty (30) days
written notice on a requested price increase, along with supporting documentation.

Municipality of Anchorage and other local authorities having jurisdiction. Survey work efforts may
be for the purpose of obtaining information for future CIHA site development plans, boundary
surveys for land acquisition and capital project construction sites.
The selected firms will use their own equipment, materials, supplies, accessories, office space,
etc., to perform the required work.
A. General land survey services may include but not be limited to:
Legal boundary surveys
Pre- and post-construction ALTA surveys
Construction surveying and construction staking
Plot Plans
As-built surveys
Topographic, plan and profile surveys
Long and short platting assistance
Identification and legal descriptions of property rights-of-way or easements
Miscellaneous surveying-related services as required
B. Builder’s package survey services – For construction projects of one-to-four-unit
dwellings on parcels less than 12,000 square feet located in Alaska. Land surveyor shall
provide a firm, fixed price for the services listed below and coordinate with CIHA’s Home
Designer(s) for house plans placed on each lot.
Provide proposed plot plan within 5 working days of request.
Stake & flag property corners within 10 working days of notice to proceed.
Stake & flag building corner offsets within 10 working days of notice to proceed.
Provide as-built survey within 15 working days of notice of completion.
PREFERENCE STATEMENT
The work to be performed under the awarded contract is subject to Section 7(b) of the Indian
Self-Determination and Education Assistance Act (25 U.S.C. 450e). In accordance with 25
U.S.C. 450(e) and 24 CFR 1000.52, Cook Inlet Housing Authority requires that to the greatest
extent feasible; (i) preferences and opportunities for training and employment shall be given to
Indians; and (ii) preferences in the award of contracts and subcontracts shall be given to Indian
organizations and Indian-owned economic enterprises, and preferences and opportunities for
training and employment to Indians.
The awarded entity shall include this Indian Preference Statement (previous paragraph), in its
entirety, in every subcontract in connection with the awarded contract, and shall, at the direction
of CIHA, take appropriate action pursuant to the subcontract upon a finding by the recipient or
HUD that the subcontractor has violated 25 U.S.C. 450e(b).
Preference will be given to American Indian/Alaska Native (AIAN), Small-, Minority-, and Women-
owned businesses. AIAN, Small-, Minority-, and Women-owned businesses are encouraged to
submit proposals.
PRICING
Unit pricing and cost information provided by the proposer in the Proposal Price Form will be
used as the basis for establishing the contract cost for all projects executed under this contract.
