This Request for Proposal (RFP) announces the intent of the County of Mendocino to solicit proposals from qualified contractors for illegal dump site cleanup services and removal and disposal of solid waste from tribal land funded by the Community Development Block Grant (CDBG) Program in and around the community of Covelo.
The purpose of this Request for Proposal (RFP) is to select a properly licensed company to provide turnkey services for the cleanup of illegal dump sites in and around Covelo. Another Request for Proposal (RFP) has been issued for the same project for removal and disposal of abandoned, wrecked, dismantled, and inoperative vehicles, and interested vendors are invited to submit applications for both opportunities. The selected contractor will work under the direction of the County and in collaboration with the Round Valley Indian Tribes (RVIT).
The contractor will be responsible for the efficient and proper removal of illegally dumped materials, including household waste, large items, and other visible solid waste, from designated locations identified by the County of Mendocino and RVIT. The goal is to restore these sites to a safe and clean condition.
Vendors must submit four (4) copies of their proposal: three (3) complete paper copies with original Vendor signature, and one (1) complete copy on USB. The proposal must be formatted in accordance with the instructions of this RFP. Promotional materials may be attached but are not necessary and will not be considered as meeting any of the requirements of this RFP. Proposals must be enclosed in a sealed envelope or package, clearly marked “Mendocino County RFP No. 032-25”, and delivered by 2:00 p.m. October 24, 2025 to:

Late or facsimile proposals will not be accepted. It is the proposer’s responsibility to assure that its proposal is delivered and received at the location specified herein, on or before the date and hour set.
