- Description: The Military Sealift Command’s (MSC) PM4 requires one, U.S. Flag, Jones Act qualified, ocean-going certified tug capable of towing T-EPF EX-SPEARHEAD “IAW the U.S. Navy Tow Manual (SL740-AA-MAN-010)”.
