The City of Vista (“City”) is soliciting proposals from qualified organizations to administer the Vista Senior Tenant Assistance for Balanced Living & Expenses (STABLE) Program, a pilot housing stabilization initiative designed to support vulnerable seniors experiencing severe housing cost burden and financial instability.
The intent of the Vista STABLE Program is to help seniors remain safely and sustainably housed through individualized stabilization services focused on improving long-term household affordability, increasing access to resources, and reducing financial vulnerability. While rental subsidy assistance is an available program tool, the program is intended to emphasize housing stabilization case management as the primary intervention, with financial assistance used strategically to support stabilization goals.
The City recognizes that many older adults on fixed incomes face increasing financial pressure due to rising housing costs, medical expenses, loss of income, and limited affordable housing options. Research and pilot programs throughout California have demonstrated that modest rental subsidies paired with light-touch stabilization services can significantly improve housing security and support aging in place .
The goals of the program are to:
Promote housing stability for vulnerable seniors,
Support aging in place within the Vista community,
Reduce financial vulnerability and housing cost burden,
Connect seniors to benefits, services, and community supports,
Improve long-term household sustainability.
