The purpose of this Amendment 0001 to Request for quote (RFQ) 36C25926Q0011 is to provide for a site visit, answer questions, post updated Statement of Work (SOW) and extend the due date.
The deadline for quotes is hereby extended to November 13, 2025, at 14:00 MT.
The date for the Site Visit will be November 06, 2025 at 10:00 AM MT. The site visit meeting will begin outside the Patriot Brew of the main building at 1700 N. Wheeling Street Aurora, CO 80045. If your company is planning to attend please confirm via email to natasha.holland@va.gov and thaddeus.gray@va.gov with the name and phone number before Nov 03, 2025 at 15:00 MT.
The deadline for all questions is extended due to site visit. Questions are due 08:00 AM MT Nov 07, 2025. They must be submitted by email to natasha.holland@va.gov and thaddeus.gray@va.gov. Participants must not ask questions of onsite VA employees. All questions answered outside of this requirement of this solicitation may disqualify a vendor from award. Any questions submitted after this deadline will not be answered.
Vendor Questions and Answers Amendment 0001
Q1. Could you please clarify what is meant by Service Hours for H Stamp Welding, Testing, and Certification in the SOW page 1? Our understanding is that this refers to the ASME certification for heating boiler manufacturers, which is typically not a requirement for service companies. Can you confirm if this interpretation is correct?
A1. This interpretation is correct. It is a requirement for working on the boiler if welding needs to be done.
Q2. Could you provide details on the relief valves to be replaced? Specifically:
How many relief valves are required?
A2. Eight (8) total (2 valves are required each boiler per VHA Boiler Safety Device Testing Manual). The valves will be tested and certified if they pass. If they do not pass, they will need to be replaced.
Q3. What are the set pressures for each valve?
A3. 135 pounds per square inch (PSI) and 140 PSI
Q4. What are their capacities?
A4. At 135 PSI the capacity is 19,834 pounds (lbs.)/hr.) at approximately 85 percent of total boiler requirement. At 40 psi the Capacity is at 25,848 lbs./hr. at approximately 110 percent of total boiler requirement.
Q5. What would be more for repairs of the unit that would be covered under unscheduled repair. What do we need to specifically supply for that objective?
A5. Repairs due to unexpected failures would constitute unscheduled repairs
Q6. The SOW references Current issue of the National Board Inspection Code, Part RB . Part RB has not been used in the NBIC for many years. The current NBIC section addressing inspections is Part 2. Please clarify.
A6. Update the RB to Part 2.
Q7. The SOW refers to an unscheduled emergency repairs section, please provide additional clarification since we are not located in the area to attend emergencies calls
A7. Maintenance should be scheduled but repairs due to unexpected failures would constitute unscheduled repairs. This will be a not to exceed item to cover any unplanned maintenance that needs to be completed as seen in the unscheduled CLINS. Offerors just need to confirm that they understand that there might be times additional unplanned maintenance is involved and that those repairs will not exceed the contracted limit.
