Responses received without a formal quote may be deemed non-responsive.

A) OOD shall base the award on lowest cost.

B) OOD will also base the award on the respondent that is responsive, responsible, and able to complete the work described in the summary.

C) A formal quote must be attached.

Mailed, emailed, or faxed responses will NOT be accepted.
