Title: Contractor Pre-Qualification for Residential Rehabilitation, Roof Replacement and Wind Mitigation

Flagler County Housing Services is building a pool of qualified contractors to perform residential roof replacements, home rehabilitations, and wind-mitigation retrofits through the State Housing Initiatives Partnership (SHIP) and Hurricane Loss Mitigation Program (HLMP). These projects are focused on preserving the existing housing stock—not cosmetic upgrades—with an emphasis on quality, durability, energy efficiency, and indoor air quality.
Work will take place throughout Flagler County. Contractors will be invited to site visits, provided with scopes of work through our Neighborly bidding system, and selected based on the lowest responsive quote. HLMP scopes may be developed by contractors based on wind-mitigation inspections.
We welcome local contractors with proper licensing and insurance who are ready to support long-term housing preservation in our community.
Pre-qualified contractors from this RSQ will sign a three (3) year contract to provide quotes on an as-needed basis for SHIP and HLMP projects defined by the Housing Services Division. The maximum expenditure per three (3) year contract term is restricted by available funding, not to exceed the annual SHIP allocation, nor the maximum funded amount under the HLMP grant program. Per-project maximum costs are defined by the most current Local Housing Assistance Plan adopted by the Flagler County Board of County Commissioners and on the maximum fund award and cost approval granted by the Florida Division of Emergency Management (FDEM) to retrofit homes.

Flagler County is investing in the long-term preservation of its housing stock to keep homes safe, livable, and affordable, especially for residents who might otherwise be displaced by deferred maintenance or disaster risk. These projects are about protecting public investment.
We’re looking for professionals who deliver solid, code-compliant work using new materials, with an understanding that quality and reliability are part of the return on investment. Pricing matters—but so do workmanship, communication, and bandwidth to take on a project responsibly. Bid selection considers multiple factors, including current workload and past performance.
This isn’t luxury renovation. It’s practical, long-view construction that extends the life of homes for the people who live in them—and the community that depends on them.
PLEASE NOTE: This Request for Qualifications (RSQ) is not a bid. It is the first step in establishing a pool of pre-qualified contractors who will be invited to submit quotes on individual residential projects as they become available.
