The City of Yorba Linda invites qualified consultants to submit proposals to provide professional Assessment Engineer Services for the Street Lighting and Landscape Maintenance District (LMAD).
This request for proposals (RFP) seeks to secure the most qualified consultant with experience in Assessment District Administration, to provide consulting and engineering services as outlined in Section V – Scope of Services of the RFP. The LMAD has been in existence for nearly 40 years. In this time, the overall structure of the LMAD has continued to evolve. Although consolidated into a single assessment district, the LMAD is actually comprised of various lighting and landscaping zones, some of which operate on a citywide basis while others are divided into local zones. The selected most qualified Consultant should have considerable experience and familiarity with the preparation and submission of annual engineer reports and all other documents necessary for the collection of assessments on the Orange County tax roll. As part of this annual effort, the Consultant shall examine zone boundaries within the District, conduct analysis of special benefit and proportionality, and apply appropriate methodology and legal conformance. To that end, it is critical that the Consultant be familiar with the laws and regulations associated with property related fees and charges. Separate from, but related to, these annual services, the Consultant shall provide Proposition 218 balloting, public outreach and administration services for zone(s) that are identified as ones in which an increase in assessments is required to sustain the existing maintenance and operations. As it pertains to the services outlined in Section V – Scope of Services of the RFP, it is critical that the Consultant is timely, understands the intricacies of all zones, has excellent technical skills, a strong attention to detail, and has a solid customer service focus as it pertains to providing thorough and accurate information to the City’s constituents.
