Beacon Cloud FedRAMP Software Applications

This is a Notice of Intent to award a sole source purchase order under the authority of FAR 8.405-6. The Government intends to award a sole source firm-fixed-price task/purchase order to NetComm, Inc, under their General Services Administration (GSA) Schedule Contract Number 47QTCA24D0058.

The purpose of this acquisition is to obtain an annual renewal of Beacon Cloud FedRAMP software applications, maintenance, user licenses and NETCOMM’S Beacon suite which includes Finance, HR, Flow, and Travel modules.

The National Institute on Deafness and Other Communication Disorders (NIDCD) is one of the institutes and centers that comprise the National Institutes of Health (NIH). The NIH is the federal government's focal point for the support of biomedical research. The NIH's mission is to uncover new knowledge that will lead to better health for everyone. Simply described, the goal of NIH research is to acquire new knowledge to help prevent, detect, diagnose, and treat disease and disability. The NIH is part of the U.S. Department of Health and Human Services. NIDCD currently uses Beacon Cloud FedRAMP software applications. NIDCD would like to ensure that the systems are properly maintained and are requesting maintenance and licenses for the period of 9/1/2025 – 8/31/2026.

NIDCD currently uses Beacon Cloud FedRAMP software applications. This contract renewal with NETCOM will allow NIDCD to continue to operate efficiently as both the HR and Finance Modules are instrumental to day-to-day operations. The Beacon HR pulls a wealth of human resources information from different sources into a common interface that offers projection and forecasting modules. NIDCD utilizes the following submodules within components of beacon HR including includes submodules for FLOW, Fellowship Evaluation, Telework for fellows, Travel, and Manuscript Clearance. In addition to the workflow processes that these submodules support, the ad hoc reporting and projections allow NIDCD to manage personnel in a more efficient manner. The HR module is hosted in the AWS GovCloud environment. GovCloud is a Secure, FedRAMP certified hosting environment. To further enhance security of the data it is encrypted at rest, and encrypted in transit using SSL, a secure Virtual Private Cloud (VPC), and PIV integrated authentication using Secure Access Mark-up Language (SAML). Other services included with NetComm’s HR Module License are: Operating System, Database, Disk Storage, Windows and SQL Server Patch Management, Backups and Disaster Recovery, Server Maintenance, Performance Tuning, AWS Cloudwatch Configuration, and 24/7 monitoring services. The Finance Module is fully integrated with budget monitoring and tracking and offers powerful, highly refined, and customized tools for reporting, planning, and tracking. With Beacon Finance, users can obtain specific financial data in the most useful configurations, simplifying workflows and centralizing processes. All users view the same data in real-time, ensuring organizational consistency, efficiency, and increased productivity. Beacon Finance's collaborative program consolidates all information into a consistent, shareable format, allowing users to track progress toward common goals. The Module is hosted in the AWS GovCloud environment. AWS GovCloud is a Secure, FedRAMP certified hosting environment. If we were to procure a comparable system, we would have to start from scratch with building this out.

This notice serves as a Notice of Intent to award a contract and is not a request for proposals or quotations. No requests for capability briefings will be considered. A solicitation package will not be posted publicly and requests for copies of the solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement in the future would be in the best interest of the Government.

Responsible sources that believe they can perform these services in their entirety must submit a written notification of interest and capability statement by 9:00 AM (Eastern Time) on May 5, 2025. All information submitted should support the firm’s capabilities to provide all of the required services and shall be furnished at no cost or obligation to the Government.
