The primary purpose of this scope of work is to maintain the public health, safety, and well-being of Owner and its citizens during the response to an emergency situation, primarily the prevention of the over-topping of Manchac Road with flood waters during a significant storm event.
The Contractor understands and agrees that the Deployment and Recovery of Temporary Flood Barrier Systems (Aqua Dams) in the most expeditious manner possible is of the utmost importance, and it will make every effort to complete all requirements of this Contract in the shortest time possible; either by assisting the Parish Deployment Team with Senior Supervisory Technician and two (2) Flood Barrier Technicians (Implementation Plan “A”) or undertaking the full deployment and recovery effort (Implementation Plan “B”).
It is anticipated that the Owner will only initiate Deployment or Recovery of Temporary Flood Barrier Systems (Aqua Dams) in circumstances specifically related to results of major storms that fall under an Emergency Declaration and/or FEMA guidelines.
Direction by the Owner in this proposal shall also mean direction by the Temporary Flood Barrier Systems Coordinator.
