Official notice is hereby given that the Village of Lombard, Illinois, acting through the Department of Public Works,
will receive bids via online electronic bidding only through Quest Construction Data Network (QuestCDN) until April
30, 2026 at 10:00 AM, local time, for the 2026 Asphalt Roadway Program. Paper bids will not be accepted and will
be returned to the bidder unopened. Bids will be publicly read at the Public Works Facility, 1051 S. Hammerschmidt
Avenue, Lombard, Illinois, immediately after bids are due.

REQUEST FOR BIDS (RFB) ON: 2026 ASPHALT ROADWAY PROGRAM FOR THE VILLAGE OF
LOMBARD.
Scope of Work: The Village of Lombard requests bids for the 2026 Asphalt Roadway Program for work to be performed
throughout the corporate limits of the Village of Lombard. The work will include asphalt pavement patching and full-
depth saw cutting; concrete curb and gutter spot repairs; concrete sidewalk replacement at intersections; installation of
ADA detectable warning panels at intersections; driveway apron replacements due to damage from proposed
construction (between curb and sidewalk); HMA surface removal for larger areas; HMA surface using a paving machine
to resurface local roads or for larger patches.
Pre-qualification of Bidders in accordance with Section 102 of the Standard Specifications for Road and Bridge
Construction in Illinois shall be required of all Bidders on this proposal.
Plans, specifications and bid forms may be obtained at online at www.questcdn.com. There is a $42.00 non-refundable
cost for downloading the contract documents in a pdf format by inputting Quest Project Number 10127625 on the
website’s Project Search page. An online bidding cost of $20.00 will be charged to those who choose to submit an

All bids shall be accompanied by a Bid Bond, Certified or Cashier’s Check, made payable to the Village of Lombard,
for not less than five percent (5%) of the bid amount. The successful bidder must furnish a satisfactory performance
bond and a contract bond in the full amount of the bid.
All work under this contract shall comply with the Prevailing Wage Rate Act of the State of Illinois, 820 ILCS
130/0.01 et seq. and Employment of Illinois Workers on Public Works Act (30 ILCS 570/).
Offers may not be withdrawn for a period of ninety (90) days after closing date without the consent of the Board of
Trustees.
The Village of Lombard reserves the right to reject any and all bids or parts thereof, to waive any irregularities or
informalities in bid procedures and to award the contract in a manner best serving the interest of the Village of Lombard.
