1. INTRODUCTION
The City of Newport Kentucky (Newport Fire Department) is requesting sealed bids from qualified vendors for the
purchase of Self-Contained Breathing Apparatus (SCBA) and related equipment. The intent of this bid is to secure
compliant, reliable, and modern respiratory protection equipment for emergency response personnel.
2. SCOPE OF WORK
The vendor shall provide new, unused SCBA units and associated components, including but not limited to:

SCBA backframe and harness assemblies
Facepieces (multiple sizes)
Cylinders (carbon fiber preferred)
PASS (Personal Alert Safety System) devices
Integrated heads-up display (HUD)
Rapid Intervention Crew/Company Universal Air Connection (RIC/UAC)
Battery systems and chargers if applicable
Quick connect bottle change
Any associated cleaning or regular maintenance products
Optional: Fill station compatibility and accessories
3. QUANTITY
The department anticipates purchasing approximately:
30 - SCBA Units
70 - Total Air Cylinders @4500PSI
47 - Facepieces (S/M/L as specified)
2 - RIC packs
1 - 2 SCBA bottle fill station
Final quantities may vary based on budget and bid pricing.
4. MINIMUM SPECIFICATIONS
All SCBA equipment must meet or exceed the following standards:
Compliant with NFPA 1981 (current edition)
Compliant with NFPA 1982 (PASS devices)
NIOSH approved
Minimum 30-minute rated service duration (optional 45-Minute)
Ergonomic design suitable for structural firefighting

Integrated PASS device with manual and automatic activation
Heads-Up Display (HUD) showing cylinder status
Universal EBSS (Emergency Breathing Support System)
RIC/UAC connection
5. TRAINING REQUIREMENTS
Vendor shall provide:
Initial on-site training for all personnel
Train-the-trainer program (if available)
Instruction manuals and digital resources
6. WARRANTY AND SERVICE
Bidders must include:
Warranty terms for all components (minimum expected: 1015 years on major components)
Cylinder warranty and hydrostatic testing requirements
Local or regional service support availability
Turnaround time for repairs
