Description

The City of Charlotte (city) is soliciting for a Request for Proposals (RFP) from firms/teams (firms) to provide public outreach activities (services) related to the Comprehensive Safety Action Plan (CSAP), titled “Safety is Everyone’s Business,” for the Charlotte Regional Transportation Planning Organization (CRTPO). The city is seeking firms whose combination of experience and expertise will provide timely, professional services to the city. The city reserves the right to enter into one or more contracts with any firm selected under this RFP process. The CRTPO is the federally designated Metropolitan Planning Organization (MPO) for the Charlotte urban area. The cit is the CRTPO’s lead planning agency. The CRTPO is a division of the cityʼs Planning, Design & Development Department. The CRTPO was awarded $3.15 million from the United States Department of Transportation (USDOT) Safe Streets and Roads for All (SS4A) discretionary grant in September 2024, with a grant agreement with USDOT executed in September 2025. All activities related to this work shall comply with federal regulations.

Non-Mandatory Pre-Proposal Conference

A Non-Mandatory Virtual Pre-Proposal Conference for the purpose of reviewing the RFP and answering questions regarding the Services will be held on November 24, 2025, at 1:00 p.m. No onsite meeting will be held. While attendance at the Pre-Proposal Conference is not mandatory, all interested Service Provider(s) are encouraged to participate.

Submit responses by emailing your submission (PDF format only) to Jennifer.stafford@charlottenc.gov by Dec. 17, 2025 at 2 p.m. EST. Please request a delivery and read receipt. Sometimes, there is a delay in emailing attachments to the city, and the city is not responsible if your electronic submittals do not reach us by the deadline. Late submittals will not be accepted. Please consider sending your submittal at least one day before the deadline. When your submittal has been received, you will receive a confirmation email.
