1 NOTICE
Notice is hereby given that the Board of Cascade County Commissioners (Board) is seeking
Proposals from qualified consultant(s) and firm(s) (Professionals(s)) to provide professional planning
and/or survey review services on an as needed basis to be determined by the Planning and GIS
Department (Department). The successful Professional(s) will work in close collaboration with the
Department and various Cascade County staff on all Department issued assignments. The
specific scope of work and deliverables expected are discussed in detail within this Request for
Proposals (RFP).
2 AGREEMENT FOR SERVICES AND COMPENSATION
One or more successful Professional(s) will be selected as a finalist and offered an opportunity
to negotiate an agreement with the County. If an appropriate agreement cannot be reached with
the highest-ranked Professional(s), the next highest-ranked Professional(s) may be invited to
negotiate an agreement with the County and so on.
The Board has not established a budget for any agreement(s) which may be derived from this RFP
and will instead base the final budget on the Proposals submitted by qualified Professional(s).
As part of each Professional’s Proposal, a project cost estimate must be submitted, detailing costs
associated with required project tasks. A fee for services shall be agreed upon between the Board
and the highest-ranked Professional(s) based on the scope of services proposed, with an
Agreement for Professional Services entered into between the Parties upon satisfactory
agreement to the scope of services and associated costs.
3 SCOPE OF WORK AND DELIVERABLES
3.1 GENERAL SCOPE OF WORK
The Board adopted County-wide zoning on April 26, 2005 (Resolution #05-018) and has since that time adopted
several modifications to its Zoning Regulations. Current Subdivision Regulations were adopted by the Board on
July 11, 2018 (R0358093). Floodplain Management Regulations were adopted by the Board on March 12, 2013
(R0270183) and Buildings for Lease or Rent were adopted on November 12, 2013 (Resolution #13-93). Cascade
County’s Ordinance 06-01D controlling Community Decay was adopted on November 9, 2022 (R0438222). The
Department is tasked with receiving and reviewing all various applications submitted by the public and land use
professionals to ensure compliance with all currently adopted County land use regulations (links below). The
successful Professional(s) will provide Professional Planning and/or Survey Review Services to the County on an
as needed basis as determined by the Department. The Professional services desired on an as needed basis include
but is not limited to the following:
• Floodplain Application Review and permitting;
• All stages of Subdivision Review;

• Municipal Separate Storm Sewer System (MS4) Administration,
• Certificate of Survey (COS) Review/ Subdivision Exemption Review;
• Zoning review, such as special use permits and re-zone requests;
• Location/Conformance Permits; and
• Handling Investigations of Violations and Notices of Violations of any County adopted Regulations,
including the County’s Community Decay Ordinance.
3.2 CASCADE COUNTY REGULATORY DOCUMENTS
There are various regulatory documents that a successful Professional will need to follow and
apply to assigned projects. Collaboration and cooperation with the Department and various
Cascade County staff will be necessary. The successful Professional is expected to implement
the following regulations on assigned projects as applicable:
• Subdivision-Regulations-PDF (2018)
• Currently-Adopted-Growth-Policy-PDF (2014)
• Cascade County Zoning Regulations (2026)
• Floodplain-Regulations-PDF (2013)
• Community-Decay-Ordinance-PDF (2022)
• Buildings-for-Lease-or-Rent-Regulations-PDF (2013)
• Military Height Overlay (?)
• Airport Hazard Zone (?)

E-mail is the preferred method of contact regarding any questions for this RFP. A pre-Proposal conference will
not be held for this procurement. Professional(s) may submit questions or clarifications.
Professional(s) shall promptly notify the Procurement Coordinator identified above, in writing via e-mail or
otherwise on or before 5:00 pm, Friday, September 11, 2026, of any ambiguity, inconsistency, unduly restrictive
specifications, or error which Professional(s) believes they have discovered in this notice, the Professional(s) shall
include any terms or requirements within the RFP that preclude the Professional(s) from responding or that add
unnecessary cost. Professional(s) shall provide an explanation with suggested modifications. Clear reference to
the section, page, and item in question must be included in the form. Questions received after the deadline may
not be considered. The County will, in its sole discretion, determine what, if any, changes or clarifications may be
made to the RFP.
The County will provide a written response (“Addendum”) by 5:00 pm, Monday September 14, 2026, to all
questions received by the date and time stated above. Each Addendum issued will be published on the County
website in the same location as this RFP. Any other form of interpretation, correction, or change to this RFP will
not be binding upon the County. Only questions submitted in writing and acknowledged via Addendum will be
binding.

3.4 RFP SCHEDULE
The following outlines the proposed RFP Schedule; however, Cascade County reserves the right to modify
the dates as necessary. Any changes will be issued in Addendums to this RFP:
• August 30, 2026: RFP Released on Cascade County website and published in the Great Falls
Tribune
• September 18, 2026 at 5:00 p.m. (MST): Deadline for submission of five (5) hard copies of the
Proposal. Proposals must be received as further detailed in this RFP.
• September 25, 2026: Interviews with selected Professional(s).
• October 7, 2026: Approval of Professional(s) Proposal and execution of an Agreement by the
Board of County Commissioners.
3.5 SCOPE OF WORK
The Professional(s) selected will be expected to complete the following scope of work items to be determined
by the Department, including but not limited to:
• Assisting the Department with meeting legal statutory deadlines for projects;
• Floodplain Application Review and permitting: Reviewing Floodplain Applications for completeness and
drafting correspondence with the Professional(s);
• Subdivision Review: Reviewing and processing subdivision applications through all stages of the process,
drafting reports and presenting to the appropriate Boards (Planning Board and Board of County
Commissioners), and reviewing exemptions for evasion of Subdivision regulations;
• Plats and Certificates of Surveys: Reviewing and commenting on Surveys submitted to the County for
filing.
• Stormwater: Completing water testing, outreach and drafting the annual report for MS4;
• Preparing Notices, Findings of Fact and Staff reports, and presenting to Planning Board, Zoning Board of
Adjustment, and Board of County Commissioners as needed for Buildings for Lease or Rent applications,
Zone Change Applications, Special Use Permit Applications and Variance Requests as needed.
• Zoning review, such as special use permits and re-zone requests;
• Reviewing and processing Location/Conformance Permit applications; and
• Handling Investigations of Violations and Notices of Violations of Regulations and Community Decay
Violations.
The Professional(s) will be expected to provide editable digital copies of all preliminary draft and
final documents to the Department at least ten (ten) working days before any public meetings or
hearings. All data and working documents s h a l l be provided to the D e p a r t m e n t in Word or Adobe
PDF formats on an external hard drive upon request of the Department. Professional(s)’ work
product on each assignment shall remain the property of County.
3.6 PROGRESS UPDATES
The selected Professional(s) will be expected to submit progress reports to the Department
monthly throughout the term of the Agreement. These reports shall detail recent assignments
completed, upcoming assignments and deadlines, upcoming meetings, and any issues that have
