REQUEST FOR PROPOSALS
Sealed proposals will be received at City Hall, 302 South Madison Avenue, Douglas,
Georgia, no later than February 26, 2026, at 2:00 PM, at which time the proposals will
be publicly opened and read in the Commission Chambers for:

The City of Douglas reserves the right to accept or reject any or all bids. No late bids,
proposals, or emailed submissions will be accepted or opened. The City of Douglas further
reserves the right to waive any technicalities or irregularities so that an award can be made
in the best interest of the City.
All questions regarding this bid must be submitted to Mrs. Georgia Henderson, Assistant
City Manager, via email only at ghenderson@cityofdouglasga.gov no later than February
12, 2026, by 5:00 PM. No phone calls will be accepted.

Site visits to the WWII Flight Training Base must be scheduled by contacting Mr. Chris
Davis, Airport Manager, via phone at 912-384-1409, or by email at
cdavis2@cityofdouglasga.gov. All site visits must be scheduled and completed by
February 12, 2026.
Proposals are to be addressed to: Mrs. Wynetta Bolder, City Clerk, and either mailed or
delivered to: 302 S. Madison Avenue, Douglas, GA 31533 until Thursday, February 26,
2026, at 2:00 PM.
This project is financed in part with assistance from the Historic Preservation Fund,
administered by the National Park Service, U.S. Department of the Interior, through the
Historic Preservation Division of the Georgia Department of Community Affairs (DCA).
