PLEASE READ: Ukraine/Russia-Related Sanctions Compliance. Consultant/Contractor is aware of the
requirements of California Executive Order N-6-22 (“Ukraine/Russia-Related Sanctions), which obligates
consultants/contractors to comply with existing economic sanctions imposed by the U.S. government in response to
Russia’s actions in Ukraine, as well as any sanctions imposed under state law. The Services may be subject to
compliance monitoring by the District. It shall be the consultants/contractors sole responsibility to comply with all

SECTION 1 – PURPOSE
Cosumnes Community Services District (“District”) is seeking the services of a comprehensive
Electronic Citation Management System and related services to support the issuance,
processing, payment, reporting, and management of citations issued by District personnel.
SECTION 2 – DISTRICT PROFILE
The District is located in California’s Central Valley in the southern portion of Sacramento
County, four miles south of the Sacramento City limits. The District is the largest community
services district in California, encompassing 157 square miles and serving an estimated
population of 221,000.
The District is a regional District providing fire protection services to the cities of Elk Grove and
Galt, as well as unincorporated areas in southern Sacramento County. Additionally, the District
provides parks and recreation services exclusively to the Elk Grove community.
The District is dedicated to enhancing the quality of life of the residents, businesses, visitors,
and employees within the diverse community by protecting lives, property, and the environment
through superior fire suppression, emergency medical services, fire prevention, and special
operations response; and by providing parks and recreation services through well-maintained
parks and recreational opportunities for health, wellness, and social interactions.
SECTION 3 – SCOPE OF WORK
The Proposer shall provide the services described in Exhibit A – Scope of Work, which is
attached hereto and incorporated by reference. Proposers shall submit a response
demonstrating their ability to meet all requirements, deliverables, and performance expectations
identified in Exhibit A.
ADA Compliance Provision:
Proposer shall ensure that all text, digital, and multimedia deliverables including, but notlimited
to, documents, reports, and any other electronic content are designed, developed, and delivered
in full compliance with the Americans with Disabilities Act (ADA).
Proposer is specifically responsible for:
Proposer shall promptly remediate any accessibility barriers identified by the District or its
designees, at no additional cost and within an agreed-upon timeframe established at the
outset of the contract.
Proposer shall maintain documentation of accessibility testing and provide it to
the District upon request.
Proposers are encouraged to consult with qualified accessibility specialists and test their
deliverables using appropriate assistive technologies.

Failure to comply with accessibility requirements shall constitute a material breach of the
Agreement.  
The District reserves the right to: Withhold acceptance of deliverables; Require corrective
action; Reject submitted materials; Terminate the Agreement if accessibility compliance is
not achieved. 
SECTION 4 – RFP OVERVIEW

timeline, or any other aspect of the process at any time, as it deems necessary.

RFP Amendment and Cancellation
The District reserves the unilateral right to amend this RFP in writing at any time. The District
also reserves the right to cancel or reissue the RFP in its sole discretion. If an amendment is
issued, the District shall provide notice of the amendment to all Proposers. In addition, the District
shall post the amendment on its website at https://www.cosumnescsd.gov/. Proposers shall
respond to the final written RFP and any exhibits, attachments, and amendments thereto.
RFP Questions – Directions for Submission
Specific questions concerning the RFP should be submitted via e-mail to the RFP Coordinator
prior to the “Deadline for Questions.” Proposer questions should clearly identify the relevant
section of the RFP, and page number(s) related to the question being asked. The questions

submitted, and the District’s responses, shall be posted on the District’s website at
https://www.cosumnescsd.gov/ .
Proposal Submittal
Proposals must be submitted no later than 9:00 AM Pacific Time, September 18, 2026.
Proposals received after this time and date will not be considered. Proposers must submit an
electronic copy to the RFP Coordinator: Eileen Alcanices, Administrative Manager
(EileenAlcanices@cosumnescsd.gov).
Any submission to the District by email, will receive a reply that the Bid has been received (during
regular business hours). If you do not receive a reply, please contact the RFP Coordinator prior
to the Bid due date.
SECTION 5 – PROPOSAL SUBMISSION REQUIREMENTS
The following guidelines are provided for standardizing the preparation and submission of
proposals. The intent is to assist respondents in the preparation of their submissions and to
assist the District by simplifying the review process providing standards for comparison of
submissions.
Proposals submitted in response to this RFP shall include a complete response to the
requirements in this section in the order presented. The District discourages lengthy and costly
proposals. Proposals should be a straightforward delineation of the respondent’s capability to
satisfy the intent and requirements of this RFP and should not contain redundancies and
conflicting statements.
Proposal Submission Instructions
Proposers shall submit their complete proposal package electronically via one email submission
containing two separate electronic attachments:
1. Technical Proposal – Submitted as a separate attachment and clearly labeled:
“Technical Proposal – [Proposer Name]”
The Technical Proposal shall include all required information related to the Proposer’s
qualifications, experience, technical approach, proposed solution, implementation plan,
personnel, support services, and all other non-cost information requested in this RFP.
2. Price Proposal – Submitted as a separate attachment and clearly labeled:
“Price Proposal – [Proposer Name]”
The Price Proposal shall include all costs, fees, pricing assumptions, and financial
information requested in this RFP.
The Technical Proposal and Price Proposal shall not be combined into a single document or
attachment. The District shall evaluate the Technical Proposal without consideration of pricing
information. The Price Proposal shall remain unopened and shall not be reviewed until
completion of the technical evaluation process.
The email subject line shall clearly identify the solicitation and proposer name.

The Proposer is responsible for ensuring the email and all attachments are successfully
transmitted and received by the District prior to the submission deadline. The District is not
responsible for delays caused by email transmission issues, file size limitations, incorrect email
addresses, or other technical issues outside the District’s control.
Failure to submit the proposal in the required format, including separate Technical Proposal and
Price Proposal attachments, may result in the proposal being deemed non-responsive.
Proposal Format and Content
Proposals should be prepared on standard 8 1/2" x 11" paper. All proposal pages should be
numbered. Failure to follow this specified format, to label the responses correctly, or to address
all of the subsections may, at the District’s sole discretion, result in the rejection of the proposal.
Proposals must contain the following information in the order listed:
1. Introductory letter
The introductory letter should be addressed to:

The letter shall include the following:
a. Proposer’s legal name and corporate structure.
b. Proposer’s primary contact information, including name, address, phone, website,
and email.
c. Identification of use of subcontractors and scope of work to be performed by
subcontractors.
d. Identification of any pending litigation against the Proposer.
e. Disclosure of any bankruptcy or insolvency proceedings in last ten (10) years.
f. Statement indicating the proposal will remain valid for at least 120 days.
g. Signature of a company officer empowered to bind the Proposer to the provisions
of this RFP and any contract awarded pursuant to it.
2. Table of Contents
The Proposer shall insert a comprehensive table of contents denoting sections three
through ten of the proposal as indicated below.
3. Executive Summary
This section of the proposal should provide a concise synopsis of Proposer’s proposal
and credentials to deliver the services sought under the RFP. In addition, it should explain
how the proposed solution will differentiate itself from other vendor solutions and the
reasons why the District should select the proposed solution. This may include a list of
the unique features that give the Proposer a competitive edge. The Executive Summary
should not exceed three (3) pages.
