Proposals will be received electronically by Jay Voyles, Deputy General Manager of
Energy Services and Water Resources by 2:00 PM (EST) on Friday, September 11, 2026,
after which time they will be opened, read, and evaluated for the following:
City of Monroe Water Resources – On-Call Engineering Services
Request for Qualifications (RFQ)
The City of Monroe is seeking Statements of Qualifications from professional engineering
firms to provide on-call general water resources engineering services. The selected firm
or firms will supplement City staff by providing technical review, planning, design,
permitting coordination, regulatory support, construction-related services, infrastructure
evaluation, and other professional engineering services as assigned by the City.
The RFQ requirements for proposals are available on the City’s website:

Questions must be submitted formally by August 14, 2026. We will respond to all
interested responders.
Proposals shall be marked “RFQ-On-Call Engineering Services ”. Responders shall
electronically submit their Qualifications proposals to the following:
