I. GENERAL
The City of Unalaska is soliciting proposals from qualified vendors to provide a comprehensive
telematics platform including hardware, software, installation, training, implementation,
support, and maintenance for City-owned vehicles, heavy equipment, and generators
(Proposals).
The City seeks a single integrated solution that provides fleet tracking, equipment monitoring,
maintenance management support, utilization reporting, operational analytics, safety
monitoring, camera systems, and integration capabilities with existing municipal software
systems. The City anticipates deployment on approximately:
Up to 100 light-duty and heavy-duty vehicles
Up to 12 pieces of heavy construction and maintenance equipment
Up to 12 stationary generators
Actual quantities may vary.
The resulting contract shall be for procurement of equipment and implementation of the system.
The City anticipates that the contract will provide for three yearssubscription and technical
support services. However, pricing for one-year and five-year subscription and technical support
services is requested.
Proposals must be received by 2:00pm AKDT on September 15, 2026, by email to Marc

prescribed in Section III of this RFP.

The City intends to select a Proposer by September 18, 2026, and enter into the contract by
October 13, 2026.
II. SCOPE OF SERVICES & PROPOSAL TECHNICAL REQUIREMENTS
A. General Requirements
While the City intends to award a single contract, it considers the contract to have three distinct
phases and components. Phase 1 encompasses equipment procurement. Phase 2 encompasses
implementation: Configuring of the equipment, providing installation guidance, assisting City
staff (remotely) during installation, validating communications, integrating devices into the
software platform, and conduct acceptance testing
Phase 3 is subscription services: Software licensing, cellular connectivity, cloud hosting, technical
support, warranty support, and software updates.
The Contractor shall provide all materials, equipment, software, communications services,
installation support, training, and technical support necessary to furnish a complete telematics
solution. The Contractor shall NOT be responsible for the physical installation of equipment on
City-owned vehicles, heavy equipment, generators, and premises, which shall be performed by
City employees. The proposed system shall provide:
Real-time GPS tracking
Historical route playback
Vehicle and equipment utilization monitoring
Idle time monitoring
Engine-hour monitoring
Fuel consumption reporting where available
Preventative maintenance scheduling
Diagnostic trouble code reporting
Geofencing
Asset recovery capabilities
Alert and notification management
Mobile device access
Web-based administrative dashboard
Custom reporting functionality
B. Vehicle Telematics
The City seeks telematics deployment for approximately 100 vehicles. The system shall provide:
Real-time location tracking

Engine hours
Odometer readings
Idle time monitoring
Fuel usage reporting
Maintenance alerts
Driver behavior reporting
Historical trip records
C. Heavy Equipment Monitoring
The City seeks monitoring capabilities for approximately 12 pieces of heavy equipment including,
but not limited to:
Graders
Sweepers
Other off-road equipment
The proposed system shall provide:
GPS tracking
Engine-hour tracking
Utilization reporting
Idle reporting
Fault code reporting
Fuel monitoring when available
Maintenance scheduling
Geofence notifications
D. Generator Monitoring
The City seeks monitoring capabilities for approximately 12 stationary generators. The proposed
system shall provide:
Runtime monitoring
Start and stop notifications
Alarm notifications
Location monitoring
Battery monitoring where available
Fuel monitoring where available
