SOURCES SOUGHT: THIS NOTICE IS MARKET RESEARCH TO SUPPORT INCLUSION OF SOLE SOURCE (BRAND NAME) SPECIFICATIONS IN A CONSTRUCTION PROJECT – FTG276 FPP GENERATOR CONTROL SYSTEM, FORT GREELY, ALASKA - AND IS NOT A REQUEST FOR PROPOSAL.
The U.S. Army Engineer District, Alaska intends to specify the below listed items as part of a larger construction contract to be executed on Fort Greely, Alaska. A determination by the Government to not compete this requirement, for the specific items listed below, based on the responses to this notice is solely within the discretion of the Government. Reference RFO 6.103-1(d), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements - Application for brand name descriptions.”
Items:
1. Cisco IE 3300 Network Switch. The FPP Generator Control System will utilize the Cisco IE 3300 network switches for panel-mounted applications and all generator paralleling control components are required to communicate and integrate with the PCMS and PQMS head ends.
2. Basler DECS-250 Voltage Regulators. The FPP will utilize the Basler DECS-250 Voltage Regulators to provide voltage regulation for the diesel generators.
3. Caterpillar EMCP 4.2 Generator Controllers. The FPP will utilize the Caterpillar EMCP 4.2 Generator Controllers to provide control and monitoring of the existing Caterpillar diesel generators powering facilities.
4. Woodward DSLC-2-XT and MSLC-2-XT Generator Paralleling Control System. The FPP will utilize the Woodward DSLC-2-XT and MSLC-2-XT Generator Paralleling Control System to provide auto-synchronization and isochronous load sharing control for the five diesel generators and two utility feeders that provide power.
5. Emerson CEP001 Profinet I/O Devices and associated Rx3i Profinet Scanner Cards. The FPP will utilize the Emerson CEP001 Profinet I/O Devices to replace the obsolete GE/Emerson Genius Block I/O devices in order to provide PCMS control and monitoring of medium voltage switchgear power facilities.
6. Monico Mcore Secure Data Routers. The FPP will utilize the Monico Mcore Secure Data Routers as gateways to integrate the Caterpillar generator monitoring points to the PCMS system.
7. Red Lion DA50A gateways. The FPP will utilize the Red Lion DA50A gateways to integrate power equipment monitoring points to the PCMS system
8. SEL-751A protective relays. The FPP will utilize the SEL-751A protective relays will be installed in the FPP to replace existing obsolete protective relays use for synchronism check protection. These protective relays must communicate to SEL-3530 RTAC communications gateways and SEL head-end monitoring software.
9. States 2FMS14-14QJ test blocks. The FPP will utilize the States 2FMS14-14QJ test blocks to test protective relays
THIS NOTICE IS A SOURCES SOUGHT NOTICE AND NOT A REQUEST FOR PROPOSAL. No solicitation will be available as these sole source items will be incorporated into the specifications of a FY26 solicitation for a construction project on Fort Greely, Alaska. Vendors who offer the above items which can meet all of the above functional criteria are invited to respond to this notice. Responses must include the following information:
1. Identification of the manufacturer’s name, address, and country of product manufacture.
2. Fully detailed specification sheets.
3. Narrative addressing how your product meets the salient features listed above.
