SCOPE OF WORK
FOR FIREFIGHTER PERSONAL PROTECTIVE TURNOUT COAT AND PANTS FOR 193rd SPECIAL OPERATIONS WING FIRE DEPARTMENT
FOR THE PENNSYLVANIA DEPARTMENT OF MILITARY AND VETERANS AFFAIRS
I. Objectives.
A. General. The Department of Military and Veterans Affairs (DMVA) is seeking to award a Contract for the procurement of Firefighter Personal Protective Turnout Coats, Pants, and other supplies to be provided in accordance with this Project Statement.
B. Specific. 193rd Special Operations Wing Fire Department is located at 78 Mustang Alley, Middletown, PA, 17057
The contract will cover the specific features of Firefighter Personal Protective Turnout Coats, Pants, and other supplies on an as needed basis.

D. Method of Award and Term of PO. DMVA shall award the Contract to the lowest responsive quote.
It is DMVA’s intent to establish a one-year contract with four one-year renewal options. The term of the Contract shall commence on the executed effective date and shall end on the expiration date identified on the Contract. Services shall begin as specified in the project statement or notice to proceed letter, whichever is the later. DMVA reserves the right, upon written notice to the awarded contractor, to extend the term of the Contract or any part of the Contract for up to 90 days under the same terms and conditions. Purchase Orders will be issued as needed.
II. Minimum Solicitation Qualification Requirements Section

B. Additional Requirements.
a. Vendor must be authorized dealer by the manufacturer for the area that 193rd Special Operations Wing is located or dealer of record.
b. Turnout manufacturer of choice; Globe
c. Vendor must size each individual in person, utilizing sizing sets provided by the manufacturer at no cost to the department.
d. No substitutions
e. Manufacturer should be a Pennsylvania based company.
f. Once the order is placed delivery should be eight to ten (8-10) weeks.
III. Project Statement Section
A. Pricing. Potential bidders shall submit pricing for all line items and services requested by DMVA. Additional Items not included in the original bid may be requested from awarded vendor if they are able to supply. For any additional items not included in the original bid DMVA will request a quote. The pricing provided in the requested quote shall remain in effect for the duration of the initial contract years and will be requoted during renewal years.
B. Estimated Quantities. DMVA quantities listed in the Contract/Purchase Order are considered estimated.
C. Like Services/Increase and Decrease Quantities. The DMVA Reserves the right to add like services or supplies to the contract not listed in the original solicitation or contract if a need arises. The awarded contractor will be notified in writing when services or supplies have been added. DMVA reserves the right to increase and decrease quantities as needed throughout the term of the contract.
D. Not to Exceed Amount. The original amount of the contract/purchase order indicates a not to exceed amount. The DMVA may increase and decrease line items as needed within the overall original amount without processing a change order prior to the request. The DMVA program office will notify the awarded contractor of the quantities to be delivered. Increases above the original amount of the contract/purchase order will be processed as change orders prior to the DMVA program office requesting additional supplies or services.
E. Qualification/Scope of Work Changes. The DMVA reserves the right to change qualifications and/or scope of work items to enhance the success of the service.
F. Hours of Operation. The awarded contractor shall perform the services and deliveries within normal business hours. Services or deliveries may be performed outside of normal business hours with prior approval from the Program Office POC. Normal business hours are Monday -Friday 8 AM – 4PM.
G. Facility Security Procedures. Each time the awarded contractor’s employees provide services for DMVA, they will be required to sign in at the security desk at the main entrance of the facility, obtain contractor identification badges, and report to DMVA POC, prior to the provision of services under this PO. Upon completion of the services, the awarded contractor’s employees must return to the security desk, sign out, and return all badges issued to them. For the Veterans Homes, any medical providers or individuals providing services directly to residents will be required to punch in and out at a time clock or access device. The awarded contractor shall follow all required security procedures of each location within the facility in addition to any other pertinent identification or requirements as deemed necessary by DMVA. Particularly sensitive areas may require DMVA staff to accompany the awarded contractor’s employees. These procedures may vary from work location to work location and must be adhered to. The awarded contractor will provide all necessary paperwork for facility designee to sign verifying services rendered.
H. Facility Policies and Procedures. The awarded contractor’s employees providing services at the DMVA location shall follow all policies and procedures of the location(s). The awarded contractor may obtain a copy of all policies and procedures from the Program Office POC.
I. Compliance. All services and supplies provided must be compliant with the most current applicable Federal, State, and Local, Standards, Laws, Guidelines, Licensure Requirements, and Regulations (Requirements). In any event where the awarded contractor creates a scenario where the contracting agency is found to be out of compliance with any Requirements the awarded contractor will be liable and responsible for any damages suffered by DMVA. All non-compliance issues must be addressed and resolved by the awarded contractor within (48) forty-eight hours of notification to the awarded contractor. It is the awarded contractor’s responsibility to ensure they are complying with all Requirements, including any updates throughout the duration of the contract, regardless of being provided them specifically by DMVA.
J. Pennsylvania Worker Protection and Investment. The awarded contractor must maintain compliance with all Pennsylvania state labor and workforce safety laws for the duration of the contract, including, but not limited to:
a. Construction Workplace Misclassification Act.
b. Employment of Minors Child Labor Act.
c. Minimum Wage Act.
d. Prevailing Wage Act.
e. Equal Pay Law.
f. Employer to Pay Employment Medical Examination Fee Act.
g. Seasonal Farm Labor Act.
h. Wage Payment and Collection Law.
i. Industrial Homework Law.
j. Construction Industry Employee Verification Act.
All bidders shall submit the Worker Protection and Investment certification with their bid.
K. Fort Indiantown Gap Access Control. Fort Indiantown Gap is an access-controlled installation, and all awarded contractor employees, subcontractors, partners, and delivery personnel (“Personnel”) shall be required to complete a National Crime Information Center security check and be cleared prior to entering the installation. All Personnel shall present a valid United States government issued form of identification at the access control point. Examples of government issued identification include a valid driver’s license, a state identification card, a passport, or federally issued identification cards. DMVA retains the authority to deny access based on the presented credentials. Long-term contractor Personnel may be issued an identification card for future use if approved by DMVA. Personnel may be required to be escorted for access to the installation. The awarded contractor shall provide Personnel that meet the requirements to access FTIG for the provision of all services and deliveries at Fort Indiantown Gap. Per Homeland Security Presidential Directive 12, Army Directive 05-2014 and Fort Indiantown Gap Regulation 190-13, shall apply. All Personnel shall comply with all FTIG policies and Department of Defense regulations while at FTIG; policies and regulations may be obtained from the FTIG Visitors Center Fort Indiantown Gap > Visitor Info or the FTIG website at Fort Indiantown Gap.
L. Pennsylvania Air National Guard Base Access Control. Pennsylvania Air National Guard Bases are considered a federal facility/military installation. All awarded contractor employees, subcontractors, partners, and delivery personnel (Personnel) shall be required to follow the REAL ID Act. The REAL ID Act requires all Personnel attempting to enter a Pennsylvania Air National Guard base on or after May 7, 2025 are required to present the following:
1. REAL ID (offered by DMV)
2. Alternative forms of ID: If you do not have a REAL ID-compliant Pennsylvania license or ID, other acceptable forms of identification for base access include:
a. U.S. Passport
b. U.S. Passport Card
c. Department of Defense Common Access Card (CAC)
d. Other federally issued identification, such as a DBIDS card
N. Contingent Upon the Availability of Funding. This contract is funded all or in part with federal funds and performance under this contract is contingent upon the availability of federal funding.
