SUMMARY
The Roseville City School District (“RCSD” or “District”) issues this Request for Proposal
(RFP) to solicit qualified vendors to provide enterprise-grade, E-Rate eligible SD-WAN
Router/Gateway Solution (including all necessary hardware, software, licensing and services)
to solicit qualified vendors to provide an enterprise-grade, E-Rate eligible SD-WAN solution to
enhance network reliability, security, and performance for the District’s 22 schools and
designated support facilities.
The resulting agreement will support the District’s instructional and operational mission and will
be structured to comply with all requirements of the Federal Communications Commission
(FCC) Schools and Libraries Program (E-Rate) administered by the Universal Service
Administrative Company (USAC).
Selection will be based on E-Rate compliant cost-effectiveness, of which price is the most
heavily weighted factor, but not the sole determinant. The District reserves the right to make no
award or to negotiate final award terms consistent with E-Rate requirements. All award decisions
will be documented with sufficient rationale and contemporaneous records to satisfy E-Rate
audit and review obligations.

BACKGROUND
Strategic Context
The District’s instructional and operational model increasingly relies on digital and cloud-based
resources. To support this "ever-growing online world," the District must ensure that its network
infrastructure provides equitable, high-performance, and reliable access to online learning tools
for all students and staff. The current network architecture, while functional, presents growing
challenges in cost, flexibility, and performance optimization.

Current Network Environment
The District’s current Wide Area Network (WAN) connects 22 schools and several support
facilities. The existing architecture is characterized by:
●​ Primary Topology: A Metro Ethernet core provided by a single vendor connects the
majority of District sites.
●​ Traffic Model: The network operates on a traditional BGP, hub-and-spoke topology. All
traffic from school sites is backhauled through the central District Office for internet
access and security services. This model creates a single point of congestion and an
inefficient path for cloud-hosted applications.
●​ Legacy Connections: A few sites rely on costly point-to-point connections. These
circuits often traverse multiple provider networks, reducing reliability and increasing
management complexity.
Project Objectives
The District seeks to modernize its network edge by implementing an SD-WAN solution. This
solution will serve as the foundation for a more flexible, secure, and resilient network. The key
objectives of this project are to:
●​ Optimize Performance: Provide the most direct and lowest-latency path for student and
staff access to critical cloud applications (e.g., Google Workspace, Microsoft 365, SIS),
online learning platforms, and internal resources.
●​ Increase Flexibility: Adopt a transport-agnostic solution that allows the District to
utilize diverse circuit types (e.g., existing MetroE, broadband, future dedicated internet
access) from multiple vendors.
●​ Improve Efficiency: Transition away from the current hub-and-spoke traffic model. The
new solution should intelligently route traffic, enabling secure, direct internet and cloud
access from school sites where appropriate, while maintaining all District security and
content filtering policies.
●​ Centralize Management: Simplify the deployment, management, and monitoring of the
entire District WAN through a single, centralized control plane.
Project Scope
The District seeks a qualified vendor to design, furnish, and install a complete, E-Rate eligible
SD-WAN solution. This solution will be deployed across the District's 22 schools and designated
support facilities, replacing or augmenting the existing WAN architecture.
The scope of this project includes all necessary hardware, software, and licensing, as well as all
project management, design, staging, configuration, installation, and training services required
for a successful, turn-key implementation.
Proposed solutions must meet or exceed all goals and requirements listed in this RFP. While
specific part numbers may be listed for reference, the District is open to equivalent substitutions

that meet all minimum requirements and integrate fully with the existing network architecture
(e.g., Aruba CX routing switches).
TECHNICAL REQUIREMENTS
The proposed solution must deliver a modern, secure, and flexible SD-WAN architecture.
Core Solution Requirements
The proposed platform must be an enterprise-grade solution that should includes:
●​ Next-Generation Security: Integrated security features (e.g., NGFW, IPS/IDS) to secure
site-to-site and site-to-internet traffic.
●​ Centralized Orchestration: A single-pane-of-glass management platform for all
configuration, monitoring, and reporting.
●​ Application-Aware Path Selection: Dynamic, policy-based traffic steering based on
application performance (latency, jitter, packet loss) across multiple WAN transport
types.
●​ Zero-Touch / Simplified Onboarding: Ability to provision and deploy new branch
appliances with minimal on-site technical intervention.
●​ WAN Optimization & Resiliency: Support for diverse path utilization (e.g.,
load-sharing, policy-based failover) to ensure seamless client connectivity and reliability.
●​ Transport Agnostic: Natively support and manage multiple independent carrier
connections and types (e.g., Metro Ethernet, Direct Internet Access, LTE, Satellite).
●​ SASE-Ready: A clear architecture and path toward a Secure Access Service Edge
(SASE) model, even if not fully implemented at day one.
Management Platform Requirements
The centralized management platform (cloud-hosted or on-premise) must:
●​ Be 100% web-based and browser-agnostic (HTML5 compliant).
●​ Support federated authentication via SAML, LDAP, or Active Directory when applicable.
●​ Provide granular, real-time client visibility (total clients per site and per-session details).
●​ Include automated network troubleshooting and fault identification, providing detailed
resolution suggestions.
●​ Allow for scheduling of firmware upgrades and provide a simple downgrade path.
●​ Retain a minimum of 30 days of logs with the ability to export for archival (e.g., to a
Syslog server).
●​ Ensure fully automatic configuration synchronization between appliance pairs.
