REQUEST FOR PROPOSAL #249-25-RE
PURPOSE OF REQUEST:
The purpose of this Request for Proposal, hereinafter referred to as RFP, is to enter into a contract
with a qualified firm to design, engineer and develop construction plans and documents for a new Skate
Park. The company hereinafter may be referred to by the following terms: Company, Firm, Consultant
and/or Contractor. Riverton City hereinafter may be referred to as the City.
RESPONSE DATE AND LOCATION:
Offers must be received by 2:00 PM on September 10, 2026.
Offers may be delivered to 12830 South 1700 West, or may submitted electronically at
ccalvert@rivertonutah.gov. The reference number for this RFP is #249-25-RE. Any proposal that is
received after this due date and time will be returned unopened to the proposer. All proposals and
communications relating to this proposal must bear RFP 249-25-RE. If it becomes necessary to revise
the RFP in whole or in part, an addendum will be provided to all proposers on record who received the
original RFP.
ADMINISTRATIVE GUIDANCE:
The information provided herein is intended and designed to provide those interested in responding
sufficient basic information regarding minimum requirements. It is not intended to limit a proposal's
content or exclude any relevant or essential data therefrom. Proposers are at liberty and are
encouraged to expand upon the specification to evidence service capability under any agreement.
The city will not be liable for any cost proposers may incur in the preparation or presentation of this
proposal.
Proposals of the successful firm shall be open to public inspection for a period of ninety (90) days after
the announcement of the selection of the Contractor. Proposals of those who responded but are not
awarded contracts shall not be open to public inspection.

PROPOSAL CONSIDERATION:
An evaluation team will evaluate the submitted proposals. The city reserves the right to: 1) reject
any or all proposals, or to make no award; 2) require modifications to initial proposals; 3) negotiate
or 4) make partial or multiple awards. The city further reserves the right to excuse technical defects
in a proposal when, in the sole discretion of the City, such excuse is beneficial to the city.
The city may award based on initial proposals received, without discussion of such proposals. If
required by the city, a short list of responders may be invited to make presentations/demonstrations
to an evaluation team and other city personnel, as deemed appropriate. To the extent permitted by
law, all documents submitted as part of the proposal will be deemed by the city as confidential
during the evaluation process, and until selection of finalists. There shall be no disclosure of any
information to competing companies prior to award of the contract.
TERMS OF CONTRACT:
The agreement will be in accordance with requirements set forth in the scope and terms of this RFP.
All provisions of the agreement must be in compliance with established State and Local laws and
ordinances of the State of Utah and its political subdivisions.
Any contract or contracts that may arise from this request will include the attached terms and
conditions and the following:
- Contract may be terminated at any time by either party with advance written notification of at
least 30 calendar days, (negotiable, provide proposed termination terms with proposal
response).
BACKGROUND:
The city removed an existing skate park that was located within Riverton City Park, at 1452 West 12600
South. A skate park committee is looking at the possibility of adding one or more skate park(s) in various
locations within the city, Centennial Park, Main Park and Margeret Park; however, for now, the main park
location is the preferred location. The anticipated overall budget will be $750,000 dollars.
Centennial Park Location: Approximately 8,000 SF placed on the east side of the parking lot on 13010
south. The city may expand that parking lot, extending it to the east. For that reason, a buffer was left
for that. Design around the trees, trees are to remain. See attached.
Main Park Location: Using the existing basketball concrete as the flat area of the skatepark, approximately
7,000 SF. Adding obstacles, such as rails, ramps, bowls ledges, etc. on top of the existing concrete and/or
within the additional 5,000 SF around the existing concrete. Design around the trees, trees are to remain.

Margaret Park Location: Approximately 3,000 SF placed within the detention pond area. The detention

pond will still need to remain as a detention pond. Engineering will be required in order to make this
work. See attached.
SCOPE OF SERVICES:
Phase I – Design
Consists of providing a preliminary conceptual design(s). We understand that funds are limited. For
that reason, firms may choose to submit on any or all of the following scenarios: A proposing firm may
choose to do a design for only one area, using the entire budget at one location or a proposing firm may
choose to do designs for multiple areas, spreading the budget over multiple areas.
The purpose of the preliminary design is for presenting to City Staff, Planning Commission and City
Council. The selected firm will be required to provide a conceptual design or designs, and an estimated
cost to complete. The selected firm may be required to present the preliminary design(s), proposed
location(s) and cost estimates to the planning commission and City Council. In order to complete the
preliminary design and present to Council the firm will be required to meet with city staff, skaters, youth
groups etc. (formal meeting, phone calls are not counted as a meeting) at least 6 times (City Council is
counted as one of the 6). The skaters/youth groups may be invited to give opinions on what
components they would like to see.
Phase II
1. Once the preliminary conceptual design(s) has been approved the firm is to develop finalized
plans and construction blueprints, meeting with city staff (formal meeting, phone calls are not
counted as a meeting) at least 3 times. Provide an electronic set of redline plans. Must
continue through the redline process until approved. Once approved provide an electronic set
of stamped plans, establish specifications, general instructions and contract documents for the
bidding and construction of the project.
2. Provide a list of suggested contractors to use for the construction of the project. Assist the City’s
Purchasing Department in bidding the project. Conduct a pre-bid meeting and address questions
during the bidding process. Upon completion of the bid, review responses, make award
recommendations and develop contract documents.
3. After the construction contractor is selected, the firm may be used as the Project Manager, which
duties would include but not limited to the following.
A. Oversee Project.
B. Schedule and participate in a weekly Owner/Architect/Construction Contractor Meeting.

C. Conducting on-site observation visits to observe, monitor and evaluate the work of the
construction contractor. Follow up with written reports of observations describing critical
site factors, weather conditions, types of activities etc.
D. Oversee all necessary testing.
E. Coordinates any utility work needed.
F. Review and approve change orders with attached recommendations.
G. Review pay applications.
H. Create punch list and follow through the completion of the project.
I. Provide on full set of As Built Plans.
J. Close out the project.
PROPOSAL FORMAT:
Proposals must be concise and in outline format. Please furnish one (1) original copy and one (1)
committee member copy of your proposal. Both are to electronic and should not exceed 5MG. The
committee member copy is not to include pricing, do not include anything regarding pricing in the
committee member copy; only purchasing will know the pricing during the scoring, committee
members will not know the pricing. Pertinent supplemental information should be referenced and
included as attachments. All proposals must be organized and tabbed to comply with the following
sections. If they are not, they may be rejected. Each tabbed section must clearly and fully address
the subject and be understandable. Failure to do so will negatively impact the evaluation of your
submitted RFP. Proposals should be long enough to expand on the qualifications and experience;
however, lengthy, encyclopedic RFPs are not encouraged. Proposals should not exceed twenty (20)
pages, including covers, dividers and resumes.
All requested documentation must be included. The proposal must include (in the following
order):
A. Transmittal letter stating the respondent’s intent to participate in the contract. The letter of
transmittal shall be on official business letterhead and shall include the following:
1. A statement that the respondent will comply with all terms and conditions as indicated
in the RFP.
2. A statement indicating whether the respondent is a corporation or other legal entity.

3. A statement of affirmative action that the respondent does not discriminate in its
employment practices with regard to race, color, religion, age (except as provided by
law), sex marital status, political affiliation, national origin, or handicap.
4. A certification statement to the effect that the person signing the proposal is authorized
to do so, on behalf of the respondent.
5. Names of the key contact persons with their title and telephone numbers. Also, indicate
first and second back-up contact persons if the person signing the proposal is not
available to take a call from the City.
6. Name and complete mailing address of the respondent along with telephone number, e-
mail address, and fax number.
B. Comprehensive RFP response including all requested information and documentation.
Proposals shall also include a copy of current billing rates for key personnel. The proposal
response shall include at a minimum the following sections:
1. Executive summary (two pages maximum).
2. Organizational chart showing the team involved including individual members, all
organizations, relationships, and breakdown of responsibilities, and the percentage of
work that is expected to be performed locally. Indicate other offices/locations that might
provide services along with a percentage of work to be performed at those locations.
3. Proposer Qualifications: This section should describe the proposer’s experience on
similar projects, including the individual team members’ involvement on the specific
projects described. Project information, such as photographs, flow charts, diagrams,
plans, etc. are acceptable for presentation here. Resumes of principals and other key
staff scheduled to participate on the projects should be included. Note the approximate
full-time equivalent hours to be devoted to the project. Provide a minimum of three
references, including name, address and telephone number, of people who can attest to
performance on relevant projects.
4. Work Plan: This section should describe the methodology and process proposed to be
used to complete the Scope of Work defined in Section 3, including any potentially
innovative or creative solutions for the project. It should address the proposed schedule
for the Consultant’s work, identify any proposed strategies to be used to control costs,
maximize construction economy and ensure operational effectiveness; describe outputs
to be delivered; and identify advantages of the proposal to the City.
5. Partners/Subcontractors: This section should also include all major participants, such as
engineering firms you intend to partner with. Identify individual team members of the
partners/subcontractors. Describe their involvement and experience on similar projects.
Project information, such as photographs, flow charts, diagrams, plans, etc. are
acceptable for presentation here. Resumes of key staff scheduled to participate on the
projects should be included.
6. Provide a summary of three (3) projects or related work that the firm has recently
completed. Include similarities in scope of work and other relevant information as it
pertains to this RFP. List key personnel and role for each example, as well as client
