Description:

Public notice is hereby given that bids for the Milford Police Department Existing Pole Building Renovation, Project No. 6PD03, will be received by City of Milford at the City of Milford City Hall located at 201 S. Walnut Street Milford, Delaware 19963 until 2:00 pm local time on March 20, 2026. Bids will be opened publicly and read aloud in the Council Chambers at Milford City Hall at 2 pm on March 20, 2026. The main purpose of the Bid opening is to reveal the name(s) of the Bidder(s) and not to serve as a forum for determining the low Bidder(s). Bidder bears the risk of late delivery. Any bids received after the stated time of will be returned unopened.

Project involves a renovation of an existing pole building onsite (60 ft. x 40 ft. x 16 ft.). This project will be awarded to a single contractor to complete the following renovation projects on the building:

1: Site Work/Concrete (Inside Floor & Front Apron)

2: Metal building repair and framing of front wall to ensure complete building enclosure (garage doors & entry door)

3: Overhead door installation (3 of the 4 garage bays)

4: Electrical Work (addition of electric inside building, lighting, prep for electrical service hookup)

5: All drawings and permits are the responsibility of the successful bidder to obtain

6: All debris resulting from the construction project, materials brought in, and work performed should be completely removed to the satisfaction of the City, with all costs being the responsibility of the successful bidder.

Note:

- The successful bidder should provide a certificate of insurance (COI) naming the City of Milford as an additional insured throughout the duration of the project. The coverage should be at least $1 million bodily injury liability coverage per incident/accident, but preferred $1 million/$3 million coverage. Additionally, the successful bidder should have sufficient Workers' Compensation coverage for their employees and any/all subcontractors working throughout the duration of the project.

- This is a State of Delaware prevailing wage rate project.

THERE WILL BE A NON-MANDATORY IN-PERSON PRE-BID MEETING FOR THIS PROJECT ON FRIDAY, FEBRUARY 27, 2026 AT 9 AM AT THE MILFORD POLICE DEPARTMENT (401 NE FRONT ST. MILFORD) COMMUNITY ROOM. Scope of work documents, building photographs and tour of building will be afforded at this meeting.

Bids must be addressed and submitted to the City of Milford, ATTN: CITY CLERK’S OFFICE, 201 S. Walnut Street, Milford, Delaware 19963. The envelope should clearly indicate: Milford Police Department Existing Pole Building Renovation, Project No. 6PD03. No faxed or electronic BIDS will be accepted.

Scope of Work documents and Photographs of the existing building will be available at the Pre-Bid Meeting and afterwards on the City of Milford website. It is the responsibility of each bidder to review and coordinate all project documents. This includes plans, specifications and addendums.

Minority Business Enterprises (MBE), Disadvantaged Business Enterprises (DBE) and Women-Owned Business Enterprises (WBE) will be afforded full opportunity to submit bids on this contract and will not be subject to discrimination on the basis of race, color, national origin or sex in consideration of this award. Each bid must be accompanied by a bid security equivalent to ten percent of the bid amount and all additive alternates. The successful bidder must post a performance bond and payment bond in a sum equal to 100 percent of the contract price upon execution of the contract. The City reserves the right, as the interest of the City of Milford may appear, to reject any or all Bids, to waive any informality or irregularity in Bids received, to accept or reject any items of any Bid, and to adjust the estimated quantities listed at their sole discretion. The City may extend the time and place for the opening of the bids from that described in the advertisement, with not less than two calendar days’ notice by certified delivery, facsimile machine or other electronic means to those bidders receiving plans.

b. Concrete Front Apron (4” 3500 PSI from building to asphalt drive)
2. Metal building Repair & Framing
a. Repair/seal any holes or gaps in existing structure to ensure enclosure of structure
b. Ensure building and existing post are structurally sound and are not in need of reinforcement
c. Framing of front wall to accommodate one (1) pedestrian door and three (3) garage doors
d. Installation of a pedestrian door
3. Overhead door Installation
a. Installation of three (3) (10’ x12’) non-insulated overhead doors with chain drive motor included
4. Electrical Work (addition of electric inside building, lighting, prep for electrical service hookup)
a. 200 AMP meter can
b. 200 AMP NEMA 3 home line panel
c. Feeders from utility transformers
d. Grounding to code and inspections as required by local AHJ
e. Receptacles: (3) quad, (1) duplex at each garage door, (1) exterior GFCU at east wall
f. Lighting: (1) exit emergency lights at exit, (1) emergency head outside the unit door, (1) exterior wallpack
(photocell controlled), and (6) UFO Hi Bay lights controlled by single pole switch
5. All drawings and permits to be obtained by the successful bidder upon award of bid.
6. All debris resulting from the construction project, materials brought in, and work performed should be
completely removed to the satisfaction of the City, with all costs being the responsibility of the successful
