Description:

The work to be performed by the consultant consists of preparing preliminary engineering (PE) design, environmental permitting and bid-phase services for two federally funded transportation projects in Asotin County, WA. All work will be performed within existing County Right-of-Way (ROW).

Two separate consultant agreements will be executed with the most highly qualified firm due to different federal funding sources for each project. Asotin County may include future supplemental tasks for construction management services once PE is complete. Individual project summaries are provided below:

15th Street Improvements Phase I:

This project is located on 15th Street / Scenic Way (County Road 3128) between Milepost (MP) 1.15 and MP 2.12 (Highland Avenue and Valley View Drive) in Clarkston, Washington. Refer to Figure 1 below for the project limits.  Work will include installing new safety items such as roadway and pedestrian signage, jersey barriers, replacement of / additional lighting along Scenic Way, and restriping of traffic lane markings and fog lines throughout the entire length of the project including all intersections.

Fleshman Way Chip Seal:

This project is located on Fleshman Way (County Road 5700) between MP 0.00 and MP 1.44 (Southway Bridge and 15th Street). Refer to Figure 2 below for the project limits. Work will include application of a single shot chip seal and fog seal preservation on the entire width and length of roadway, including all on/off ramps connected to Fleshman Way from 13th Street and Riverview Blvd. Restriping of all roadway markings will also be included in this project.

The major aspects of the project scope of services are as follows:

  • Preparation of the engineering design to final bidding set of Plans, Specifications and Estimates (PS&E) in accordance with the most recent edition of the Washington State Department of Transportation (WSDOT) design standards and Asotin County Road Standards (Ordinance 15-08).
  • Environmental documentation and preparation of permit applications.
  • Provide a traffic control plan that addresses potential detours and assumes construction of both projects simultaneously.
  • Identify and secure all permits necessary to construct the project and prepare all necessary documents/reports to obtain such permits.
  • Provide any additional field exploratory work necessary to accomplish the final design.
  • Preliminary construction schedule for both projects, including phasing where/if necessary.
  • Construction management services (not part of initial agreement scope).

The selected consultant will be expected to complete all services listed above by August 30, 2026. Both projects have 0% mandatory Disadvantaged Business Enterprise (DBE) and Federal Small Business Enterprise (FSBE) Program goals. However, a 10% voluntary SBE goal will be included in each consultant agreement.  Asotin County reserves the right to retain the services of the successful firm(s) for the construction phase associated with these projects.

Qualifications:
Statement of Qualifications (SOQ) submittals will be evaluated and ranked based on the following criteria:
•        Project Team: Qualifications of Proposed Project Manager and Key Personnel
•        Qualifications/Expertise of Firm
•        Project Approach
•        Experience/Familiarity with WSDOT/ Federal Highway Administration (FHWA) standards, environmental, permitting processes and associated regulatory requirements in the State of Washington.
•        Ability to Meet Project Schedule
•        Overall Proposal Quality
•        Past Performance/References
•        SBE Participation Plan
•        Experience with Construction Management on similar projects in the State of Washington.

Consultant selection will be based on evaluation of the proposal and at Asotin County’s discretion may include consultant interviews from short-listed (Top 3) firms as part of the evaluation.

Special Requirements:
Consultant’s SOQs shall include firm name, address, email, and telephone; names of Principal-in-Charge, Project Manager and Organizational Structure assembled to accomplish the project goals. Submittals shall be limited to 10 pages, exclusive of resumes and cover letter. Any documentation in excess of this limit will not be considered in the evaluation.

Consultant’s SOQs should be limited to a brief description of perceived project goals, the consultant’s standard approach to this type of project, qualifications and experience of key members of the firm who will accomplish the work, representative experience of the firm on similar projects and related content to address the evaluation criteria noted above. Asotin County will request and work with the selected consultant in developing specific project tasks as a follow-on action.
