Assist with Special Examination of ESG-Related Investment

The purpose of this Request for Proposal (RFP) is to solicit proposals for competitive negotiations pursuant to 200 KAR 5:307. APA is seeking proposals from entities with the requisite expertise to assist APA in conducting a special examination requested by Kentuckys Legislative Oversight and Investigations Committee (LOIC) (see Exhibit B attached to this RFP). More specifically, LOIC has asked the APA to investigate investments with restricted financial companies as they relate to the funds managed by Kentuckys state administered retirement systems to ensure pension funds are being invested in the best interest of the participants, as LOIC has concerns that these restricted companies may be investing based on environmental, social, and governance (ESG) criteria rather than fiduciary obligations established in state law. FIRMs portion of the examination shall be completed no later than September 4, 2026, or as otherwise agreed upon by both APA and FIRM.
