This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This announcement constitutes the only solicitation; a Request for Quotation (RFQ) is being requested and a written solicitation will not be issued. The Solicitation number is N00244-25-R-0026. The solicitation document and incorporated provisions and clauses are those in effect through latest Federal Acquisition Circular and DFARS change notices. This solicitation is issued as 100% small business set aside. NAICS Code 324121 Asphalt Paving Mixture and Block Manufacturing is applicable and business size is 500 employees. The solicitation will start on the date this solicitation is posted and will end on 14 February 2025 12:00 PM Pacific Standard Time.

Contractor must complete all Representations and Certifications found in the provisions listed below within their profile in the System for Award Management (SAM) at http://www.sam.gov to be considered for this solicitation.

Requirements

Hot Mix Asphalt, Emulsion, and rental of 3-5ton Double Smooth Drum Vibratory Asphalt Roller which will be used for asphalt road construction training for a classes through the training year.

Qty. (1) Base plus (4) Option Years

Period of Performance:

FY25 Base Year: 05 March 2025 – 04 March 2026

FY26 Option Year 1: 05 March 2026 – 04 March 2027

FY27 Option Year 2: 05 March 2027 – 04 March 2028

FY28 Option Year 3: 05 March 2028 – 04 March 2029

FY29 Option Year 4: 05 March 2029 – 04 March 2030

Delivery: FOB Destination.

Inspection and acceptance: At Destination by the Government.

Contract Type: Order/ Contract resulting from this solicitation will be Firm Fixed Price (FFP). Model bids in line with table within Combined Synopsis Solicitation Attachment.

SITE VISIT IS OPTIONAL TO BID ON THE ORDER:

Site visit is currently scheduled for 13 FEB 2025 at 0900 HOURS Naval Base Ventura County (NBVC) Port Huenume, Details listed under Statement of Work (SOW) Specifications.
