Overview

Summary

The City of Doral is soliciting Proposals for the selection of a qualified and experienced firm to serve as the City's Insurance Broker-Agent of Record for various lines of property, liability and related insurance coverage, and provide comprehensive Risk Management Services (the "Services") to support the City’s Risk Management Division. The detailed scope, requirements, and expectations for the Services are set forth in the "Scope of Work" section of this Request for Proposals (RFP). The Successful Proposer shall demonstrate the capacity to deliver a high level of professional service, technical expertise, and responsive support.

Background

Located in dynamic Miami-Dade County, the City of Doral is a forward-thinking municipal government recognized nationally for its innovation, economic vitality, and exceptional quality of life. Incorporated just over two decades ago, the City has rapidly evolved into one of South Florida’s most desirable places to live, work, and do business, encompassing approximately fifteen (15) square miles of vibrant growth, cultural diversity, and strategic development.

Doral is home to a diverse and thriving business ecosystem, with more than fifty (50) financial institutions and fourteen (14) of Miami-Dade County’s prominent business parks. Its collaborative environment is further strengthened by the presence of over thirty (30) chambers of commerce and business organizations, fostering strong public-private partnerships and sustained economic momentum. Internationally recognized destinations such as the Trump National Doral Blue Monster Golf Course further elevate the City’s global profile.

The City is equally committed to excellence in education and community enrichment. With more than ten (10) colleges, universities, and technical institutions, along with a wide array of top-rated public, charter, and private schools, Doral supports a highly educated and engaged workforce. Its reputation as a family-friendly community is reinforced by world-class parks, robust cultural programming, and national recognitions such as Tree City USA and Playful City USA.

As an employer, the City of Doral distinguishes itself through progressive workforce initiatives and a strong commitment to employee well-being. The City employs approximately 500 full-time personnel, including a dedicated Police Department, and has received multiple accolades for workplace excellence. Most notably, Doral was named a Top Employer by the Sun Sentinel in 2024 and achieved Gold Level Recognition in 2026 through the American Heart Association Workforce Well-Being Scorecard—reflecting a culture that prioritizes employee health, engagement, and organizational performance.

Doral’s commitment to innovation extends into its municipal operations. The City is a recognized leader in development services, having pioneered electronic plans review systems, Early Start Permitting, and concurrent Fire and environmental review processes—demonstrating its ability to streamline complex systems and deliver high-quality public services efficiently.

Nationally, Doral continues to earn accolades that reinforce its reputation as a premier municipality, consistently ranking among the best places in the United States for business development, livability, and entrepreneurship, with recognition from organizations such as the U.S. Census Bureau, Money Magazine, Forbes, and the National Civic League.

This unique combination of rapid growth, operational excellence, and a deeply rooted commitment to employee well-being positions the City of Doral as an employer of choice. Accordingly, the City seeks to partner with a highly qualified and innovative firm to provide comprehensive insurance brokerage and risk management services that align with its progressive vision, support its diverse workforce, and sustain its standing as a nationally recognized leader in municipal excellence.
