NOTICE IS HEREBY given that the City of Bozeman (City) is seeking qualifications from engineering firms interested in providing design and construction administration services for a water main project to serve the Family Promise building

WATER SYSTEM IMPROVEMENTS

Distribution System

The City of Bozeman is developing a project to build a new water main connection from the City’s existing water main in Arnold Street to the property line of the Family Promise building in Discovery Drive to connect Family Promise to the City’s water supply system for potable water and for fire suppression. Water main installation in Discovery Drive will include fire hydrants at City standard spacing along the water main extension, which will include a fire hydrant at the intersection of Discovery Drive and Arnold Street and a hydrant adjacent to the Family Promise property.

1.         WATER SYSTEM IMPROVEMENTS

Project Criteria

  1. Pre-Design services including, defining project scope, preliminary cost estimates, preliminary layouts, utility conflict and encroachment analysis and basic hydraulics

  2. Determination of categorical exclusion per 24 CFR 58.35. Categorical exclusion refers to a category of activities for which no environmental impact statement or environmental assessment and finding of no significant impact under NEPA is required, except in extraordinary circumstances (see 24 CFR § 58.2(a)(3)) in which a normally excluded activity may have a significant impact. Compliance with the other applicable Federal environmental laws and authorities listed in 24 CFR § 58.5 is required for any categorical exclusion listed in paragraph (a) of this section.

  3. If the project is not exempt or categorically excluded under §§ 58.34 and 58.35, the responsible entity must prepare an EA in accordance with 24 CFR part 58 subpart E. If it is evident without preparing an EA that an EIS is required under § 58.37, the responsible entity should proceed directly to an EIS.

d.         Review and evaluate applicable Federal, State and Local requirements

e.         Design report and project schedule preparation

f.          Identify and secure any necessary permits needed for design and to prepare for construction.  Including submitting plans and site specifications to the Department of Environmental Quality (DEQ).

g.         Prepare preliminary and final plans and specifications, contract documents and construction cost estimates in accordance with applicable city standards

h.         Coordinate plan and specification review and approval with the Montana Department of Environmental Quality and other agencies, including Gallatin County,  having jurisdiction.

i.          Assist the city during the bidding phase, including attendance at Pre-bid onferences, answering bidders' questions, preparation of addenda  and attend bid openings

j.          Provide bid review services, prepare bid summaries, research contractors references and license status and provide an appropriate recommendation for award

k.     Provide construction administration and inspection including surveying, soils, pavement and materials testing, construction certification and warranty inspection.  Note that a portion of the federal funds being used for this project need to be spent by August 1, 2026.

Detailed project schedule will be established during contract negotiations.  Proposals must clearly demonstrate the firm's ability to provide the services detailed above given their current staffing.

All proposals must be provided as a single, searchable PDF document file and be submitted digitally as an email attachment to the RFP Recipient email address below. Respondents are advised that Recipient’s email attachment size limit is 25MB and that only one PDF file will be allowed per response. The subject line of the transmittal email shall clearly identify the RFP title, company name and due date/time. File sizes greater than 25MB in size may be uploaded to the City Clerks’ Office upon special arrangement of the Recipient; however, it is the respondent’s sole responsibility to ensure the file upload is completed, and that the Recipient is separately notified via email of same, prior to the given deadline.

Deliver RFQs via email to the City Clerk by 5pm (MST) on April 6, 2026. It is the sole responsibility of the proposing party to ensure that proposals are received prior to the closing time as late submittals will not be accepted and will be returned unopened.

Discrimination in the performance of any agreement awarded under this RFQ on the basis of race, color, religion, creed, sex, age, marital status, national origin, or actual or perceived sexual orientation, gender identity or disability is prohibited. This prohibition shall apply to the hiring and treatment of the awarded entity’s employees and to all subcontracts.

As such, each entity submitting under this notice shall include a provision wherein the submitting entity, or entities, affirms in writing it will not discriminate on the basis of race, color, religion, creed, sex, age, marital status, national origin, or because of actual or perceived sexual orientation, gender identity or disability and which also recognizes the eventual contract will contain a provision prohibiting discrimination as described above and that this prohibition on discrimination shall apply to the hiring and treatment of the submitting entity’s employees and to all subcontracts.

In addition, pursuant to City Commission Resolution 5169 , the entity awarded a contract under this RFQ and any subcontractors must abide by the Equal Pay Act of 1963 and Section 39-3-104, MCA (the Montana Equal Pay Act), and affirm it will abide by the above and that it has visited the State of Montana Equal Pay for Equal Work “best practices” website , or equivalent “best practices publication and has read the material.

Failure to comply with the above may be cause for the City to deem the submittal non-responsive.
