1 The Solicitation – Notice to Proposers

Notice is hereby given that Philadelphia Gas Works (“PGW”) will receive sealed proposals on or before February 27, 2025, 2:30 p.m. Eastern Time, via pgw.procureware.com, for ATM services, as more specifically described herein.

This document outlines PGW’s objectives, describes the general characteristics of the services to be provided, and (without being exhaustive) outlines the principal obligations of PGW and the selected Proposer.

Questions concerning this Request for Proposals shall be directed in writing to PGW via pgw.procureware.com. Proposers may not contact PGW personnel regarding this RFP other than through pgw.procureware.com.

1.2 Proposal Requirements

Proposals shall be accepted only from respondents (“Proposers”) who have:

1.2.1 Obtained from PGW a complete set of Proposal Documents and any addenda thereto issued by PGW (sometimes referred to as the “RFP”), consisting of the following five (5) sections and four (4) attachments:

1.2.2 Submitted a proposal pursuant to the instructions in this RFP as set forth in Section 3.

In evaluating the proposals, PGW will consider the demonstrated experience and ability of the Proposer to deliver the proposed services, the scope and value of the proposed services, and the financial proposal of each Proposer as described in this RFP.

1.1 Services to be Provided; Scope of Work

The vendor shall provide comprehensive services including site assessment, installation, maintenance, and ongoing support for the ATM machines. The scope of work includes but is not limited to:

  1. Site Assessment and Planning
    1. Conduct an on-site evaluation to determine optimal ATM locations for security, visibility, and accessibility.
    2. Ensure compliance with building regulations, American with Disabilities Act (“ADA”) requirements, and other relevant local, state or federal laws.
    3. Coordinate with PGW’s Facilities Management personnel and Security personnel to address safety, operational hours, and workflow.
  2. Installation and Setup
    1. Supply and install standalone ATM machines, ensuring compatibility with major banking networks and secure connection to necessary financial services.
    2. Provide all necessary electrical, network, and data connections, ensuring secure and uninterrupted operations.
    3. Configure machines for easy use with multilingual interfaces, if needed.
  3. Security and Compliance
    1. Implement necessary security measures including CCTV, anti-skimming devices, and tamper-resistant technology.
    2. Ensure ATMs comply with Payment Card Industry Data Security Standard (“PCI DSS”) and any other applicable regulations.
  4. Maintenance and Support
    1. Provide regular maintenance services to ensure the ATMs are fully operational and clean.
    2. Offer 24/7 customer support and on-call technical assistance for any machine malfunctions or security issues.
    3. Conduct routine updates for hardware and software to maintain security and functionality.
  5. Cash Management
    1. Manage regular cash replenishment, ensuring consistent availability of funds without excessive downtime.
    2. Implement secure cash handling and transport procedures, working with reputable cash management providers.
  6. Reporting and Monitoring
    1. Provide detailed reporting on machine usage, downtimes, and any maintenance incidents.
    2. Monitor ATM performance remotely and address issues proactively to minimize downtime.
  7. Employee Benefits
    1. Provide a list of non-fee financial services that would be available to PGW employees upon commencement of the contract.
  8. End-of-Contract Removal
    1. At the end of the service agreement, remove ATMs, leaving the area in its original or agreed-upon condition.
    2. Dispose of any proprietary equipment responsibly, ensuring data security.
