The project scope also include one bridge crossing, retaining walls, landscape, and stormwater improvements. Additional work associated with the project includes minor demolition and clearing, erosion control, grading, trail amenities, and signage.
The new middle school is expected to open in Fall 2027, and the high school in Fall 2029. Contractors shall coordinate with the general contractor, site superintendent, and others as needed to ensure that construction activities shall not interfere with the school construction. 1.0 GENERAL INFORMATION AND SCHEDULE
1.1 Purpose
The City of Doraville (hereafter, "City") has issued this Invitation to Bid (hereafter, "ITB") for the

1.2 Background

1.3 Contract Expectations
The City expects to enter into contract for services beginning on or around June 15, 2026 and
ending June 14, 2027.
Work required under this Contract includes furnishing materials, labor, equipment, etc. for the
scope of the project.
1.4 Inquiries
Questions related to the ITB should be submitted via email to Austin Shelton, Director of

number and section number(s) for each question to ensure accurate responses.
Questions and clarifications will be answered in the form of an addendum. Any addenda,
schedule changes, and other important information related to this solicitation will be posted on

Potential applicants should understand that the only official answer or position of the City will
be the one stated in writing in response to appropriately directed questions, and that answers
will be posted publicly for all interested parties.

1.6 Method of Source Selection
The City is using the standard competitive method of source selection for this procurement. An
award, if made, will be made to the Offeror whose proposal is most advantageous to the City,
taking into consideration the factors set forth in this ITB.
The City of Doraville reserves the right to reject all bids and to waive technicalities and
informalities, and to make an award in the best interest of the City.

2.0 SCOPE OF WORK
It is anticipated that the Agreement between the City of Doraville, GA and the selected Offeror will
contain the following scope of work. The full scope of services will be defined within the contract
executed with the City of Doraville, GA.
All Local, County, State, and Federal codes and regulations must be followed, with particular
emphasis on Building Codes, Life Safety Codes, and the Americans with Disabilities Act.
The City of Doraville, GA must first approve any change in or substitution of project team
members, including sub-contractors, in writing.
2.1 Construction Phase
* Develop a major task-based bar schedule.
* Develop requirements for safety, quality assurance, and schedule adherence.
* Develop requirements to assure time, cost and quality control during construction.
* Maintain on-site staff for construction management.
* Establish and maintain coordinating procedures.
* Develop and maintain a detailed schedule (CPM) including delivery, approvals,
inspection, testing, construction and occupancy.
* Conduct and record job meetings.
* Prepare and submit change order documentation for approval of the Engineer of Record
and the City of Doraville, GA.
* Maintain a system for review and approval of shop drawings.
* Maintain records and submit bi-weekly reports and formal monthly reports to Engineer and
the City of Doraville, GA.
* Maintain quality control and ensure conformity to plans.
* Provide cost control through progress payment review and verifications according to the
approved schedule and contract amounts.
* Develop as-built drawings and deliver to Engineer for inclusion into a CAD file to be
submitted to The City of Doraville, GA for maintenance and operations use.
* Coordinate post-completion activities, including the assembly of guarantees, manuals,
close-out documents, training, and the Owner's final acceptance.
* Local sub-contractors are a preference of the City of Doraville if possible.

2.2 Warranty Phase
* Coordinate and monitor the resolution of remaining "punch-list" items.
* Coordinate, monitor and resolve all warranty issues to the satisfaction of the City of
Doraville, GA during the one-year general warranty period and as extended.
3.0 OFFEROR RESPONSIBILITIES
Before submitting a proposal, each Offeror shall make all investigations and examinations
necessary to ascertain all conditions and requirements affecting the full performance of the
contract. No pleas of ignorance of such conditions and requirements resulting from failure to
make such investigations and examinations will relieve the successful Offeror from any obligation
to comply with all provisions and requirements of the Contract documents or will be accepted as
a basis for any claim whatsoever for any monetary consideration on the part of the Offeror.
4.0 TERMS AND CONDITIONS OF CONTRACT FOR SERVICES
The services to be performed under this Contract shall commence upon the date stated in the
Notice to Proceed Letter. The contract period for this contract is 365 days from the date stated in
the Notice to Proceed Letter. Upon the completion of the full scope of work the contract shall
terminate absolutely and without further obligation as required by O.C.G.A. 36-60-13, as
amended, unless terminated earlier in accordance with the provisions of this Contract.
5.0 BID PROPOSAL FORMAT
Offerors must respond to this ITB by utilizing the Cost Proposal Form and Base Bid Breakouts
provided within this ITB packet. The bid forms are provided in excel format. Export the forms after
completion to PDF to include in the Bid Submittal. Also include the excel worksheet in the digital
file submittal.
6.0 MINIMUM REQUIREMENTS
All Bids shall be in accordance with the Contract Documents and the current Georgia Department
of Transportation (GDOT) State of Georgia Standard Specifications - Construction of
Transportation Systems 2020 Edition, and Supplemental Specifications Book current edition, and
applicable Special Provisions and Supplemental Specifications.
Bidders must meet the following minimum requirements:

* Licensed General Contractor in Georgia;
* Must be GDOT prequalified;
* Provide proof of at least three (3) completed projects of similar size and type in last 10
years; OR
* Bidders must have five (5) years of verifiable experience in construction of similar projects.
7.0 INSTRUCTIONS FOR BID SUBMITTAL
7.1 Compliance with the ITB
Proposals must be in strict compliance with this ITB, including completion of the Response
Sheet and the SAVE Affidavit. Failure to comply with all provisions of the ITB may result in
disqualification.
7.2 Acknowledgement of Insurance Requirements
By signing its proposal, the Offeror acknowledges that it has read and understands the insurance
requirements for the ITB. The Offeror also understands that the evidence of required insurance
must be submitted within fifteen (15) working days following notification of its offer being
accepted; otherwise, the City may rescind its acceptance of the Offeror's proposal.
7.3 Workers Compensation:
Workers Compensation $500,000 per accident per employee with waiver of subrogation.
Required documentation includes certificate from insurance company showing issuance of
workmen's compensation coverage for the State of Georgia.
Comprehensive General Liability Insurance:
Commercial General Liability $1,000,000 each occurrence
$1,000,000 aggregate
Comprehensive Auto Liability Insurance:
Bodily Injury Liability $1,000,000 each occurrence
Property Damage Liability $100,000 each occurrence
Excess Umbrella Liability:
Combined Single Limit Bodily Injury $1,000,000 each occurrence
and / or Property Damage $1,000,000 aggregate
7.4 Bond Requirements
Each bid must be accompanied with a BID BOND (bond only: certified checks or other
forms are not acceptable) in an amount equal to five percent (5%) of the base bid, payable

to the City of Doraville. Said bid bond guarantees the Offeror will enter into a contract to
construct the project strictly within the terms and conditions stated in this bid and in the
bidding and contract documents, should the construction contract be awarded.
The Successful Offeror shall be required to furnish a bond for the faithful performance
on the contract and a bond to secure payment of all claims for materials furnished and/or
labor performed in performance of the project, both in amounts equal to one hundred
percent (100%) of the contract price.
The Successful Offeror shall also be required to furnish a Maintenance Bond, in the
amount of one-third (1/3) of the contract price, guaranteeing the repair or replacement
caused by defective workmanship or materials for a period of one (1) year from the
completion of construction.
Bonds shall be issued by a corporate surety appearing on the Treasury Department's most
current list (Circular 570 as amended) and be authorized to do business in the State of
Georgia.
Date of Bond must not be prior to date of Contract. If Contractor is a Partnership, all
partners shall execute Bond.
7.5 Delivery of Bids
All bids shall be sent digitally to Austin Shelton (austin.shelton@doravillega.us).
Bids must be received no later than 12:00PM EST, May 08, 2026 with a subject line "Submittal:
ITB 26-003". The email must contain the offeror's contact information. The submittal shall be
one PDF file and shall be named "<Company Name>. ITB 26-003. Bid Submittal.pdf".
It is the responsibility of the Offeror to ensure that the bid is received by the date and time
specified above.
Bids shall be accepted prior to the due date, but not later than the due date and time.
Late responses will not be reviewed.
7.6 Evaluation of Bids (Procedure)
The City will first examine proposals to eliminate those that are clearly non-responsive to the
stated requirements. Therefore, Offeror's should exercise particular care in reviewing the
proposal format required for this ITB.
The City shall then score all proposals based upon the following criteria:
1. Previous Comparable Experience (30%)
2. Project Understanding (30%)
3. References (20%)
4. Cost Proposal (20%)

The City reserves the right to withdraw this ITB at any time for any reason and to issue
clarifications, modifications, and/or amendments as it may deem appropriate.
Receipt of a proposal by the City or a submission of a proposal to the City offers no rights upon
the Offeror nor obligates the City in any manner.
The City reserves the right to waive minor irregularities in proposals, provided that such action is
in the best interest of the City. Any such waiver shall not modify any remaining ITB requirements
or excuse the Offeror from full compliance with the ITB specifications and other contract
requirements if the Offeror is awarded the contract.
All ITB responses shall be documents subject to the Georgia Open Records Act and public
documents. Any materials considered to be "proprietary" by the Offeror should be clearly
marked; however, a final decision as to the exemption of same from the Open Records Act shall
be in the full discretion of the City.
7.6 Ambiguity, Conflict, or Other Errors in the ITB
If an Offeror discovers any ambiguity, conflict, discrepancy, omission, or other error in the ITB,
they shall immediately notify the City of such error in writing and request modification or
clarification of the document. The City will make modifications by issuing a written revision and
posting a written notice on the City website. (www.doravillega.us).
The Offeror is responsible for clarifying any ambiguity, conflict, discrepancy, omission, or other
error in the proposal prior to submitting the ITB, or it shall be waived.
7.7 Proposal and Presentation Costs
The City will not be liable in any way for any costs incurred by any Offeror in the preparation of its
proposal in response to this ITB, nor for the presentation of its proposal and/or participation in
any discussions or negotiations.
7.8 Rejection of Proposals
The City reserves the right to accept or reject in whole or in part any or all proposals submitted.
The City may reject the proposal of an Offeror that is determined to be non-responsive, defined
as a failure to supply information in connection with their proposal within a reasonable
timeframe.
7.9 Acceptance of Proposals
The City shall accept all proposals that are properly submitted. However, the City reserves the
right to request clarifications or corrections to proposals.

7.10 Requests for Clarification of Proposals
Requests by the City for clarification of proposals shall be sent in writing via email. Said requests
shall not alter the pricing information contained in its proposal.
7.11 Validity of Proposals
All proposals are valid for a period of one hundred twenty (120) days from the submission date.
