This addendum includes questions received and responded to by DMH through the course

of a general conversation about operating Mental Health Urgent Care programs in

Vermont, after the close of the RFP Q&A period.

1. Question: What is the scope of work for a MHUC program in Vermont?

Answer: The SOW for Vermont Mental Health Urgent Care (MHUC) programs

includes typical crisis services including assessment, peer support, and some case

management. Further details related to the Scope of work are outlined in section 2

of the RFP.

2. Question: Are there set costs and what range is the State looking for.

Answer: The state is interested in bidders best and most competitive pricing

proposal. Cost proposals will be evaluated in accordance with the criteria outlined

in the RFP and proposals demonstrating overall value to the State may receive

stronger consideration.

3. Question: Why Rutland county?

Answer: DMH is interested in establishing equitable distribution of services across

the state and Rutland is currently a county without these services. It is the goal for

DMH that all Vermonters have access to a Mental Health Urgent Care (MHUC)

within a 60 minute drive. This isn’t possible for all Vermonters due to some rural

areas but remains a goal for the Department.

4. Question: Can anyone open an urgent care or only specifically DAs?

Answer: Any qualified provider can submit a proposal for consideration.

5. Question: Must the entity operating a facility be CARF certified?

Answer: CARF accreditation is not a requirement to establish or operate a MHUC

in Vermont.

6. Question: Are there established Licensing and certifications for MHUC programs?

Answer: There are no established licensing regulations or certifications required in

Vermont for MHUC programs.

1) Question: Is the RFP seeking a psychiatrist and/or PMHNP to provide services

within an existing, established clinic, or is it intended for an organization to develop

and operate the clinic itself, including staffing and provider recruitment?

Answer: It’s intended for an organization to develop and operate the clinic itself,

including staffing and provider recruitment.

2) Question: Re: 2.4.1.4 Subcontractors: Does the subcontractor requirement apply

to vendors engaged for short-term, project-specific work, such as facility

modifications, or only to subcontractors involved in the ongoing operation or

delivery of the program?

Answer: Only to subcontractors involved in the ongoing operation or delivery of the

program.

3) Question: Re: 2.1: If a phased implementation is proposed- for example, expanding

the ages served or hours of operation- should the two-year budget reflect lower

operating costs during the initial ramp-up period and higher costs once full

implementation is reached? Or should both years be budgeted at full operating

capacity because the duration of the ramp-up period is not yet known?

Answer: The two-year budget should reflect lower operating costs during the initial

4) Question: Re: 2.3.51 Sustainability: Is it the intent of DMH to incorporate the costs

of operating a mental health urgent care program in the CCBHC PPS-1 rate at the

conclusion of the federal RHT grant period?

Answer: Moving costs in the CCBHC payment model can be a discussion with DMH

as part of the sustainability plan conversation. But as of right now, there is not a

plan to move these services into CCBHC

5) Question: Must a specific site or address be identified at the time of proposal

submission, or is a plan to secure a site during the ramp-up/planning phase

acceptable?

Answer: A plan to secure a site during the ramp-up/planning phase is acceptable.

6) Question: What level of detail would the reviewers like to see regarding the facility

layout and structure? For example, are sample floor plans preferred?

Answer: Floor plans are not needed. Reviewers need enough detail of the physical

environment to determine it is safe, functional, and clinically appropriate.

7) Question: The RFP states that the services should be available 24/7 for all ages.

Can you please confirm this includes adolescents?

Answer: Yes, that includes adolescents. Proposals that are not 24/7 are

encouraged to bid.

8) Question: Given that renovation costs must go through case-by-case CMS

approval, should the awardee be prepared for potential budgetary changes post-

award?

Answer: Yes, it’s appropriate to acknowledge that the final renovation budget may

change after award.

9) Question: Could you clarify whether grant funds may be used to renovate an

existing building to prepare it for providing Mental Health Urgent Care services?

Specifically, would renovations that are necessary to make the facility operational

be considered eligible considering the list of published ineligible expenses?

Answer: Grant funds to renovate an existing building will be taken into

consideration by CMS. The State will support this. However, funds cannot be used

for construction or building expansion, purchasing or significant retrofitting of

buildings, cosmetic upgrades, or any other cost that materially increases the value

of the capital.

10) Question: Is there a cap on the total grant value per year, or is pricing entirely

bidder-proposed?

Answer: The state is interested in bidders best and most competitive pricing

proposal. Cost proposals will be evaluated in accordance with the criteria outlined

in the RFP and proposals demonstrating overall value to the State may receive

stronger consideration.
