SECTION 010100
SUMMARY OF WORK
PART 1 - GENERAL
1.1 STIPULATIONS
a. The General Conditions, drawings and all other attached documents form a part of this Section and
all other Sections by reference thereto and have the same force and effect as if printed herewith in
full. The Contractor shall be strictly accountable for the cognizance of carrying out the provisions
thereof. Contractor shall note that reference to "Project Design Documents" refers to any and all
documentation included within the Project Bid and/or Award Package. This includes, but is not
limited to drawings, specifications, Government forms, contractual literature, etc.
1.2 SCOPE OF WORK, GENERAL
a. The work under this Contract shall generally consist of, but not necessarily be limited to,
providing all labor, material, devices, tools and equipment required for the installation of new
HVAC systems, all electrical work associated with the new HVAC equipment and
removal/replacement of the existing acoustical ceiling grid/tile located at the Lickdale Veteran's
and Military Outreach Facility, 40 Fisher Avenue, Jonestown, Lebanon County, Pennsylvania and
shall be in total accordance with the specifications and drawings and subject to the terms and
conditions of all other Contract Documents.
1.3 PROJECT CONSTRAINTS AND KNOWN ISSUES
a. No work may commence within the facility until temporary office and restroom trailers have
been placed, temporary utilities have been connected to the temporary facilities and current
building occupants have been relocated to the temporary facilities.
b. The Point 2 HVAC Contractor (Lead Contractor) shall be responsible for providing the required
temporary facilities and associated temporary utilities as outlined in Section 011200 "Coordination
and Control", Part 2 "Temporary Facilities and Equipment", Paragraph 2.2.A.
1.4 PERFORMANCE PERIOD
a. Two Hundred and seventy (270) calendar days from Government granted Notice to Proceed.
1.4 WAGE SCALES
a. Wage Scales ARE REQUIRED to be paid on this Project.

1.6 SUBMITTALS
a. See individual Sections and "SCHEDULE OF MATERIAL SUBMITTALS (AF FORM 66)"
included within the project Design Documents
b. Submittals shall be forwarded to Department of Military & Veteran's Affairs; Division of
Engineering and Architecture, Building 0-10, Fort Indiantown Gap, Annville, Pa 17003
c. Each submittal shall include the following:
1. Project number
2. Contract number
3. Related specification section
4. Contractor's approval stamp
5. Contractors initials and date
6. Cover sheet must provide and area for the DMVA-BMCE review stamp
d. All submittals must be approved by the discipline responsible, DMVA-BMCE Design
Professional prior to incorporation into the project.
1.7 REQUIRED WARRANTIES

a. Contractor shall provide all required warranties as outlined within the Project Design
Specifications and on all included Government AF Form 66's.
PART 2 - OUTLINE OF REQUIRED WORK
2.1 The work of this project consists of but is not necessarily limited to the following. Detailed requirements
of the work are described on the pertinent specification sections and/or shown on the drawings.
a. (GENERAL - POINT 1)
1. Prepare and submit all necessary pre-construction documentation as outlined within the
project Design Documents.
2. Outline individual construction tasks/milestones and provide Construction Schedule that
includes the work of all other Prime Contractors.
3. Remove and dispose of the existing ceiling grid and tile per the Project Design Documents.
4. Install new acoustical ceiling grid system.
5. Install new acoustical ceiling tiles.
6. Complete Punch Lists Items and perform Final Cleaning.
7. Provide all required closeout documentation and training per the Project Design Documents
prior to deeming/granting the project complete.
b. (HVAC - POINT 2)
1. Prepare and submit all necessary pre-construction documentation as outlined within the
project Design Documents.
2. Coordinate with all Prime Contractors to develop Construction Schedule.
3. Begin procuring mechanical equipment within 15 days of receiving Government Notice to
Proceed so any long-lead items will arrive in a timely manner and avoid possible delays in the
Construction Schedule.
4. Acquire and set up temporary modular offices and restroom.
5. Install all required utilities to the temporary modular trailers to include sewer, water and
electricity.
6. Complete demolition of mechanical based equipment and appurtenances per the project
design documents.
7. Installation of mechanical systems to include, but not limited to roof top HVAC units, boiler,
pumps, piping, ductwork, VAV units, dampers, diffusers, registers, controls, Johnson
Controls DDC system, etc.
8. Installation of roof curbing, rooftop units and all associated connections.
9. Provide manufacturer-based equipment/systems start-up.
10. Complete systems balancing and provide report to Government Representatives.
11. Complete Punch Lists and Final Cleaning.
12. Provide all required closeout documentation and training per the Project Design Documents
prior to deeming/granting the project complete.

c. (ELECTRICAL - POINT 4)
1. Prepare and submit all necessary pre-construction documentation as outlined within the
project Design Documents.
2. Coordinate with HVAC and Plumbing Contractors to develop Construction Schedule.
3. Begin procuring electrical equipment within 15 days of receiving Government Notice to
Proceed so any long-lead items will arrive in a timely manner and avoid possible delays in the
Construction Schedule.
4. Prepare power for the temporary trailers to be used by the building occupants during the
construction of this project.
5. Remove and store the existing lighting units from Phase 1 for re-installation. Remove the
lighting fixtures from the remainder of the rooms involved in this project.
6. Complete demolition of electrical connections to HVAC equipment designated for removal.
7. Install disconnects, transformer, and new distribution panel as indicated on drawings.
8. Re-install the existing stored lighting fixtures from the Phase 1 project and install the new
lighting fixtures in the remainder of the rooms involved in this project.
9. Connect new RTUs to existing and new power panels as indicated on the drawings.
10. Complete Punch Lists and Final Cleaning.
11. Provide all required closeout documentation and training per the Project Design Documents
prior to deeming/granting the project complete.

SECTION 010300
BASE BID DESCRIPTIONS
Part 1 GENERAL
1.1 STIPULATIONS
A. The specifications "General Conditions of the Construction Contract", "Special Conditions" and
"Division 1 - General Requirements" form a part of this Section by this reference thereto and shall have
the same force and effect as if printed herewith in full.
1.2 RELATED DOCUMENTS
A. Drawings and general provision of the Contract, including General and Supplementary Conditions and
Division 01 Specification Sections, apply to this Section.
1.3 SUMMARY
A. Identification of each Base Bid and description of the basic changes to be incorporated in the work.
1.4 DESCRIPTION OF SEPARATE BASE BIDS
A. HVAC (Point 2)
1. Base Bid No. 1:
a. All work as depicted within the Project Design Documents, with exception to; (1) the
replacement of the existing boiler and associated pump and (2) the removal of the existing
chiller. The existing boiler, pump and chiller shall remain in place and untouched under this
Base Bid.
2. Base Bid No. 2:
a. Base Bid No.1 plus all work as required for the replacement of the boiler and associated
pump.
3. Base Bid No. 3:
a. Base Bid No. 1 plus all work as required for the removal of the existing chiller.
B. Electrical (Point 4)
1. Base Bid No. 1:
a. All work as depicted within the Project Design Documents, with exception to; the
replacement of the existing boiler and associated pump. The existing boiler and pump shall
remain in place and untouched under this Base Bid.

SECTION 011200
COORDINATION AND CONTROL
PART 1 - GENERAL

"Division 1 - General Requirements" form a part of this Section by this reference thereto and shall have
the same force and effect as if printed herewith in full.
1.2 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and
Division 01 Specification Sections, apply to this Section.
1.3 SUMMARY
A. Section includes a summary of each contract, including responsibilities for coordination and temporary
facilities and controls that govern the performance of the work to complete this project.
B. Specific requirements for work of each contract are also indicated in individual Specification Sections
and on Drawings.
1.4 PRIME CONTRACTS FOR CONSTRUCTION

1.5 WORK HOURS
A. Regular work hours will be Monday through Friday, 7:00 am to 4:30 pm.
B. Holidays: No work will be allowed on holidays observed by the State and Federal Government.
C. Weekends: No work will be allowed on weekends.
D. Exceptions: If deemed necessary, exceptions to the above can be made. Prime Contractors must submit,
in writing, justification for such an exception and approval from the Department must be obtained prior to
commencement of any work.
