This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This solicitation and its attachments do not constitute a contract, promise to contract, nor commitment of any kind on the part of the Government. (ii) Solicitation Title: Request for Quote (RFQ) No. 70T01026Q5900N003 is hereby issued to solicit quotes for the installation of fencing and defensive barriers around TSA's explosive storage magazine at Milwaukee Mitchell International Airport (MK).

(iii) Federal Acquisition Circular (FAC): The solicitation document and incorporated provisions and clauses are those in effect through FAC 2026‑01.

(iv) Set Aside: This is solicitation is set aside for eligible Small Businesses. The applicable NAICS code is 238990 All Other Specialty Trade Contractors with a small business size standard of $19.0 million. The Product Service Code (PSC) is Z2AZ Repair or Alternation of Other Administrative Facilities and Service Buildings.

(v) Pricing Schedule: The Contractor will furnish all labor, materials, and other direct costs (except for Government furnished resources and information) necessary to perform the work identified in Attachment 1 – Statement of Work (SOW). The contract line items for this solicitation are identified below:

CLIN 0001 - Phase I: Design (Fence & Defensive Barrier at TSA MKE) - Firm Fixed Price (FFP). Qty: 1 Job

CLIN 0002 - Phase II: Installation (Fence & Defensive Barrier at TSA MKE) - Firm Fixed Price (FFP). Qty: 1 job

CLIN 0003 - Phase III: Project Closeout (Fence & Defensive Barrier at TSA MKE) - Firm Fixed Price (FFP). Qty: 1 job

(vi) Project Requirements: TSA utilizes explosives storage magazines in support of new and ongoing operations within the agency. These magazines are used to store explosive storage training aids for canine teams. Milwaukee Mitchell International Airport (MKE) is in the process of airport improvements and, to ensure continued canine operations and meet operational needs, the installation of fencing and defensive barriers are required to safely and effectively store training aids. The project is critical to maintain security and operational readiness for TSA’s canine explosive detection program.

(vii) Site Visit, Questions, and Quote Submission Deadlines:

Required Site Visit: A required site visit will be tentatively scheduled at MKE at 10:00 AM local Milwaukee time on 8/13/2026. Quoters are required to register for the site visit by submitting an email no later than 12:00 PM local Washington D.C. time on 8/11/2026 to stephen.saraceno@tsa.dhs.gov and michael.capovilla@tsa.dhs.gov. No more than two (2) participants from each Quoter will be permitted to attend. The Government will confirm the date and time.

All answers to questions will be provided as soon as possible. Government responses may require an amendment to this solicitation. If the Government issues an amendment to the solicitation, Quoters must acknowledge the amendment(s) in their cover letter, to be considered responsive to the RFQ.

The subject line of the email should state 70T01026Q5900N003 – Quote Submission. It is incumbent upon the Quoter to confirm the Government’s receipt of the quote.

(viii) Quote Contents: FAR Provision 52.212-1 “Instructions to Offerors-Commercial Products and Commercial Services” (Sep 2023) applies to this acquisition and the following addenda is incorporated:

Quoters shall submit their quotes in two (2) volumes as follows:

Volume 1 – Factor 1 Draft Project Plan

Quoters shall submit a Draft Project Plan that is limited to 6-pages in a Microsoft Office 2016 or Adobe PDF compatible document (Note: a cover page and table of contents are excluded from the page limitation and are limited to one page each).

The Draft Project Plan shall demonstrate the Quoter’s ability to meet the objectives and requirements outlined in the SOW. The draft project plan shall include detail the Quoter’s approach to completing the work described in the SOW. The project plan shall include a preliminary schedule; high level design drawings; proposed staffing, materials, and equipment resources; quality control measures; and risk mitigation strategies. The plan must also address site access, safety protocols, coordination with the Government, and any anticipated impacts to ongoing site operations.

Volume 2 – Factor 2 Price

Quoter shall submit the following with their Volume 2 quote package in Microsoft Excel 2016 and Microsoft Word 2016 or Adobe PDF compatible documents as applicable:

Section 1: The Cover Letter is limited to one page and shall include the following:

1. Solicitation Number and Solicitation Title

2. Contractor Name

3. System for Award Management (SAM) Unique Entity Identifier (UEI)

4. Complete Business Mailing Address

5. Point(s) of Contact (Name, title, e-mail address, phone number).

6. Acknowledgement of any Amendment to this RFQ.

7. Acknowledgement Quoter agrees to all clauses, terms, and conditions as shown in the RFQ.

Section 2: Price Quote

Quoters shall submit a Price Quote in a Microsoft Excel 2016 compatible document that includes unit and total pricing for all CLINs. The Quoter shall also provide a breakdown of proposed prices in the Microsoft Excel workbook showing, at a minimum, the labor rates, labor hours, materials, and any other direct costs to demonstrate how these costs build up to the proposed price for each CLIN. Pricing assumptions and exceptions shall be included in this worksheet. No fractional pricing should be included (i.e. round all pricing to the nearest cent $X.XX).

Section 3: The Quoter shall complete and submit RFQ Attachment 3 – Quoter Representations.

(ix) Evaluation Criteria: FAR Provision 52.212-2 “Evaluation-Commercial Products and Commercial Services” (Nov 2021) does not apply to this solicitation. The Government intends to evaluate submittals and award a purchase order on initial submittals without exchanges but reserves the right to enter exchanges. A submittal in response to the RFQ must contain the Quoter’s best terms from price standpoint. The Government reserves the right to award one or no purchase order at all. Quoters are encouraged to submit their best and final quote.

The Government will make an award for this solicitation based on lowest price technically acceptable (LPTA). Technical tradeoffs will not be made, and no additional credit will be given for exceeding acceptability. The Government will review the two lowest priced quotes to determine whether the technical submissions meet the Government’s requirements set forth in the SOW. If one of the lowest priced Quoters is not found technically acceptable, the Government will review the next lowest priced Quoter until there are two Quoters that are determined to be technically acceptable. Award will be made to the Quoter with the lowest evaluated price, evaluated as technically acceptable, and deemed responsive to the solicitation requirements.

Once the Government determines the Quoter that is the lowest-priced technically acceptable (i.e., the apparent successful Quoter), the Government reserves the right to communicate with only that Quoter to address any remaining issues, if necessary, and finalize a Purchase Order with that Quoter. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the Government, the Government reserves the right to communicate with the next lowest-priced Quoter based on the original analysis and address any remaining issues. Once the Government has begun communications with the next Quoter, no further communications with the previous Quoter will be entertained until after the Purchase order has been awarded.

The Government will evaluate quotes using the evaluation factors set forth below:

Factor 1 – Draft Project Plan

The Draft Project Plan will be evaluated on an “Acceptable” or “Unacceptable” basis. To be rated “Acceptable,” the Draft Project Plan must clearly demonstrate a clear and feasible approach to completing the work described in Attachment 1 – Statement of Work (SOW). This includes:

• A preliminary schedule, high-level design drawings, and identification of proposed staffing, materials, and equipment resources.


• Quality control measures and risk mitigation strategies to ensure compliance with purchase order requirements.


• Site access, safety protocols, coordination with the Government, and any anticipated impacts to ongoing site operations.

A quote will be rated “Acceptable” if it addresses all the above elements and demonstrates a clear and feasible approach to meeting the SOW requirements with no deficiencies. A quote that fails to address any of the above elements or does not demonstrate an ability to meet the requirements, will be rated “Unacceptable.” Only quotes rated “Acceptable” will be eligible for award.

Factor 2 – Price

The Government will evaluate Factor 2 as follows: The proposed prices will be evaluated based on the total evaluated price of the quote, calculated by adding together the proposed prices for each line item identified in solicitation price schedule. The Government will evaluate the fair and reasonableness of the total evaluated price based on competition. However, the Government reserves the right to utilize any of the price analysis techniques prescribed below to determine fair and reasonable pricing:

• Comparison of proposed prices received in response to the solicitation.


• Comparison of the proposed prices to historical prices paid, whether by the Government or other than the Government, for the same or similar items.


• Comparison with competitive published price lists.


• Comparison of proposed prices with independent Government cost estimates.

The total evaluated price for each quote will be compared to all other quotes to determine the apparent lowest-priced quote and as noted, will be evaluated for fairness and reasonableness, but will not receive an adjectival rating.

(x) Quoter Representations: Quoters shall complete RFQ Attachment 3 – Quoter Representations and submit with their offer.
