1. BACKGROUND

The Strengthening Infectious Disease Detection Systems (STRIDES) Activity, implemented by FHI 360

and funded by the U.S. Department of State, supports the Government of Bangladesh in

strengthening national and subnational capacities to prevent, detect, and respond to infectious

disease threats through a One Health approach. STRIDES works in collaboration with the Ministry of

Health and Family Welfare (MOHFW), Directorate General of Health Services (DGHS), Institute of

Epidemiology, Disease Control and Research (IEDCR), Department of Livestock Services (DLS), local

government institutions, and other in-country global health security (GHS) actors to strengthen

Bangladesh's Global Health Security capacity.

STRIDES is implemented through four strategic objectives:

• Objective 1: Strengthen detection capacity and systems at the national and subnational levels

for both human and animal laboratory networks and increase access to quality laboratory

services for diseases of public health importance.

• Objective 2: Develop sustainable surveillance systems using event-based surveillance (EBS)

and indicator-based surveillance (IBS) to improve the timely detection of public health events

and health security threats.

• Objective 3: Strengthen host country capacity for data collection, analysis, interpretation,

and reporting to support evidence-based disease prevention and outbreak response

decision-making.

• Objective 4: Provide targeted technical assistance to strengthen surveillance, preparedness,

and coordinated response during infectious disease outbreaks and public health

emergencies.

Bangladesh remains vulnerable to emerging and re-emerging infectious diseases due to its high

population density, frequent human-animal-environment interactions, natural disasters, population

mobility, and recurring zoonotic disease outbreaks. Although the Government of Bangladesh has

made significant progress in strengthening national health security and advancing the One Health

agenda, important gaps remain in emergency preparedness planning, multisectoral coordination,

Rapid Response Team (RRT) capacity, emergency response coordination, and institutionalization of

preparedness systems at national and subnational levels.

To address these challenges, STRIDES seeks to strengthen preparedness and outbreak response

capacities by improving emergency preparedness planning, strengthening multisectoral

coordination mechanisms, enhancing Rapid Response Team capacity, adapting emergency response

tools, conducting simulation exercises, and documenting lessons learned to support long-term

change. All the activities under this assignment shall be planned and implemented in close

partnership with national and subnational government counterparts, with a clear plan for longevity,

technical and capacity transfer, and long-term government ownership integrated from the outset.

This assignment will principally support outbreak preparedness and response readiness activities.

Actual outbreak response support, if required, will be event-triggered and implemented only upon

request of the Government of Bangladesh and in coordination with STRIDES. Simulation exercises,

readiness assessments, Rapid Response Team strengthening, and post-outbreak learning activities

will be integral components of the assignment.

This Request for Proposals (RFP) invites qualified organizations to provide technical support for the

implementation of emergency preparedness and outbreak response activities in selected districts

and upazilas of Bangladesh. FHI 360 anticipates awarding up to four (4) Firm Fixed Price, Level-of-

Effort (FFP LOE) type subcontracts under this solicitation. Each selected Offeror will be responsible

for implementing activities within an agreed geographic area comprising one or more districts and

selected upazilas. Selected Offerors will collaborate with each other to share and use existing

processes, administrative procedures, technical documents, and tools in their respective areas of

work to avoid duplication of effort.

Expected Outputs

Successful organizations are expected to achieve the following outcomes:

• Priority improvement actions implemented in all selected STRIDES-supported districts and

upazilas following the completion of baseline assessments and execution of agreed-upon

priority actions, documenting improvements and progress against agreed preparedness

indicators.

• Strengthened multisectoral One Health coordination among human health, animal health

and local government through regular coordination mechanisms, joint planning, and

documented follow-up of agreed actions. Rapid Response Teams at the district, upazila, and,

where applicable, union levels are revitalized and functioning effectively.

• Improved readiness for outbreak detection, notification, investigation, and coordinated

response through enhanced capacity strengthening, training, mentoring, and simulation

exercise

• Contextualized emergency preparedness tools, Standard Operating Procedures (SOPs),

operational guidance, and job aids developed, adopted, and routinely used to support local

implementation.

• Strengthened preparedness planning and coordination mechanisms within national and

subnational government systems including CDC-DGHS, IEDCR and DLS.

• Documented lessons learned, best practices, and recommendations to support

institutionalization, replication, and scale-up of successful preparedness and response

approaches.

2. OBJECTIVES OF THE ASSIGNMENT

The primary objective of this assignment is to strengthen Bangladesh's emergency preparedness and

outbreak response capacity by supporting the Government of Bangladesh to institutionalize

sustainable preparedness systems under a One Health approach.

The selected organization(s) will support STRIDES to achieve the following objectives:

• Strengthen multisectoral national and subnational emergency preparedness planning and

coordination systems across the human and animal health sectors.

• Strengthen the operational capacity and longevity of RRTs at the district and upazila level.

• Improve and update emergency preparedness and response tools, SOPs, and operational

guidance to ensure their adoption and routine use across government systems at the district

and upazila levels.

• Enhance multisectoral coordination among relevant government institutions including the

DGHS, DLS, and other One Health partners.

• Strengthen institutional ownership of preparedness and response systems through

government-led implementation, joint training and mentorship, simulation exercises,

continuous monitoring, documentation of lessons learned, and the phased handover of tools,

processes, and coordination mechanisms to national and subnational authorities.

3. SCOPE OF WORK

The selected Offeror(s) shall implement the Scope of Work within their assigned geographic area(s)

in close coordination with STRIDES activity and relevant government authorities, including CDC,

IEDCR and DLS. Final implementation locations will be jointly agreed upon during contract

negotiations through a co-creation process with the Government and will be reflected in the

approved implementation work plan.

The Offeror(s) will be responsible for day-to-day implementation, coordination with district- and

upazila-level health actors, and delivery of agreed outputs. STRIDES will provide overall technical

oversight, quality assurance, contract management, and coordination with national-level

government counterparts. The Government will provide strategic guidance, technical review, and

approvals, as applicable, for implementation within systems.

The selected Offerors are expected to collaborate and share existing processes, administrative

procedures, technical documents and tools developed for similar activities in their respective areas

of work. This collaboration will help avoid duplication of effort, maximize the use of existing

resources and promote efficiency and standardization across implementation areas.

The scope of work includes, but is not limited to, the following activities:

• Conduct emergency preparedness assessments including baseline assessment of existing

government staffing, budget lines, priority gaps, and institutional capacity to inform a

handover plan from the outset in the selected districts and upazilas in consultation with

district- and upazila-level managers.

• Revitalize and strengthen district- and upazila-level RRTs in the selected districts.

• Facilitate multi-sectoral consultations and coordination among relevant government

institutions and One Health partners.

• Develop preparedness improvement plans in the selected districts based on assessment

findings.

• Strengthen capacity of district- and upazila-level RRTs by reviewing, adapting, and

contextualizing emergency preparedness and response SOPs, operational guidelines, and

technical tools to reflect local geographic conditions and priority emergency risks.

• Support timely and accurate reporting of emerging infectious diseases within the assigned

implementation areas.

• Coordinate with local officials from DLS, DGHS, the Department of Environment and other

relevant government departments on outbreak response and emergency preparedness

activities.

• Conduct outbreak and response assessments, including baseline assessment of staffing,

budget allocations, and institutional capacity, to inform handover planning that is in

coordination with government and other in-country global health security actors from the

outset.

• Design and deliver capacity-building activities for RRTs at district, upazila, and union levels.

Activities may include competency assessments, training, mentoring, simulation exercises,

tabletop exercises, development and dissemination of response tools, and on-the-job

technical support delivered jointly with government trainers and focal points to strengthen

local training capacity and reduce dependency on external facilitators in future cycles.

• Plan and facilitate workshops, tabletop exercises, simulation exercises, and after-action

reviews at the selected districts and upazilas.

• Monitor implementation progress, support quality assurance, and report implementation

results.

• Document lessons learned, best practices, and recommendations to strengthen long-term

preparedness and response systems and support institutionalization within government

structures.

4. DELIVERABLES

The selected organization(s) shall produce the following deliverables during the period of

performance. Unless otherwise specified, all deliverables shall be submitted in editable Microsoft

Office and PDF formats and are subject to review and written approval by STRIDES.

Description

• An inception report detailing the implementation methodology,

implementation schedule, staffing and mobilization plan, site selection and

prioritization criteria, stakeholder engagement and coordination approach,

monitoring and reporting framework, communications plan, quality

assurance and quality control measures, safeguarding approach, risk

strategy, government ownership framework, and preliminary transition and

self-reliance plan for all major interventions.

• A transition tracker identifying each system, tool, or intervention; current

owner; target government owner; target transfer date; transition status;

and designated government focal points.

• A detailed implementation work plan, including timelines, milestones, and

responsible personnel.

Preparedness and response assessments for selected districts and upazilas,

2. Preparedness Assessment including preparedness mapping, risk and gap analyses, priority

and Improvement Package recommendations, and district-specific preparedness improvement plans

developed in collaboration with government counterparts.

• Development and/or adaptation of emergency preparedness and

response tools in collaboration with relevant government counterparts. At a

minimum, the package shall include SOPs, operational guidelines,

preparedness planning tools, RRT activation and strengthening plans,

emerging infectious disease reporting tools, longevity plans, and
