Electric Vehicle Supply Equipment with Related Services

Canoe Procurement Group of Canada, is posting the solicitation on behalf of CivicInfo BC, RMA, SARM, AMM, LAS, UMNB, NSFM, FPEIM, MNL, NWTAC and its current and potential Members and represented Associations and their Members, which includes local Governmental and other not-for-profit organizations located in all provinces and territories in Canada including but not limited to British Columbia, Alberta, Saskatchewan, Manitoba, Ontario, Nova Scotia, New Brunswick, Prince Edward Island, Newfoundland and Labrador and Northwest Territories.  Request for Proposal ("RFP") to result in regional and/or national contract solutions under the rules and regulations of the New West Partnership Trade Agreement ("CETA") for this procurement, Canoe/Sourcewell is requesting proposals for Electric Vehicle Supply Equipment with Related Services to result in a national contracting solution for use by its members.

Members include thousands of governmental, higher education, K-12 education, not-for-profit, tribal government, and other public agencies located in Canada.  A full copy of the Request for Proposals can be found on the Sourcewell Procurement Portal [https://proportal.sourcewell-mn.gov].  Only proposals submitted through the Sourcewell Procurement Portal will be considered.  Proposals are due no later than February 18, 2025, at 4:30 p.m. Central Time, and late proposals will not be considered.

1. Sourcewell and Canoe are seeking proposals for Electric Vehicle Supply Equipment with Related Services, such as:
   1. Category 1:  On Grid Electric Vehicle Supply Equipment and Related Services:
      1. All forms of network and non-network electric vehicle charging hardware and related infrastructure, including charging stations;
      2. Services related to the offering of electric vehicle charging hardware, including maintenance, repair, parts, supplies, and training;
      3. Site Assessment, site preparation and materials, and installation services related to electric vehicle charging hardware; and,
      4. Electric vehicle supply network service providers and operators, charge monitoring and reporting services, billing services, grid and power management solutions, with related software technology.
      5. Category 1 responders MAY include off-grid (Category 2) solutions in their response.
   2. Category 2: Solar and Off-Grid ONLY Electric Vehicle Supply Equipment and Related Services, such as:
      1. All forms of network and non-network electric vehicle charging hardware and related infrastructure, including charging stations;
      2. Services related to the offering of electric vehicle charging hardware, including maintenance, repair, parts, supplies, and training;
      3. Site Assessment, site preparation and materials, and installation services related to electric vehicle charging hardware;
      4. Electric vehicle supply network service providers and operators, charge monitoring and reporting services, billing services, grid and power management solutions, with related software technology.
      5. Category 2 responders may ONLY offer solutions capable of operating off-grid.

1. This solicitation does not include that equipment, products, or services covered under categories included in pending or planned Sourcewell solicitations, or in master agreements currently maintained by Sourcewell, identified below:
   1. Fleet Payment Solutions with Related Services (RFP#080620);
   2. Electrical Energy Power Generation with Related Parts, Supplies, and Services (RFP#092222);
   3. Fleet Management Services (RFP#030122);
   4. Fleet Electrification Transition Planning, Management, and Related Services (RFP#051123);
   5. Fleet Management Technologies with Related Software Solutions (RFP#102924); and,
   6. Energy Savings Performance Contracting with Related Services (RFP#071624)

1. The term of any resulting contract(s) awarded by Sourcewell under this solicitation will be four years. Sourcewell and supplier may agree to up to three additional one-year extensions based on the best interests of Sourcewell and its Participating Entities. Sourcewell retains the right to consider additional extensions beyond seven years as required under exceptional circumstances.
2. A full copy of the Request for Proposals can be found on the Sourcewell Procurement Portal [https://proportal.sourcewell-mn.gov].  Only proposals submitted through the Sourcewell Procurement Portal will be considered. Proposer’s complete proposal must be submitted through the Sourcewell Procurement Portal no later than the date and time specified in the Solicitation Schedule. Any other form of proposal submission, whether electronic, paper, or otherwise, will not be considered by Sourcewell. Only complete proposals that are timely submitted through the Sourcewell Procurement Portal will be considered. Late proposals will not be considered. It is the Proposer’s sole responsibility to ensure that the proposal is received on time.
3. Following submission of proposals, negotiations may be permitted.
4.
