Project Description: Hillsborough County intends to recommend the award of a noncompetitive procurement to Contentstack Inc. (Contentstack) for a three (3) year period at a total cost of $399,180.00, for the ongoing use of a composable Digital Experience Platform (DXP) solution for the Communications & Digital Media Department (CDM). Contentstack is the hub of the existing digital stack wheel for the County’s newly launched website, as well as the main solution for managing and posting content to the County’s primary website and other digital properties. This procurement will ensure the continued functionality of the County's core foundation system as Contentstack has provided an Application Programming Interface (API)-driven content management system to the County since 2022. This procurement is being made in accordance with Section 3-208(2) and 3-208(10) of the County’s Procurement Policy in order to maintain compatibility with an existing integrated system and the service is only reasonably available from one (1) source; and the purchase is the renewal of existing software licenses and associated proprietary maintenance and/or support services. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide services that are substantially and materially the same as those identified in the attached order form must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “Submit” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
