Passenger and Crowd Flow Management Solutions and Related Products

Canoe Procurement Group of Canada, is posting the solicitation on behalf of CivicInfo BC, RMA, SARM, AMM, LAS, UMNB, NSFM, FPEIM, MNL, NWTAC and its current and potential Members and represented Associations and their Members, which includes local Governmental and other not-for-profit organizations located in all provinces and territories in Canada including but not limited to British Columbia, Alberta, Saskatchewan, Manitoba, Ontario, Nova Scotia, New Brunswick, Prince Edward Island, Newfoundland and Labrador and Northwest Territories.  Request for Proposal ("RFP") to result in regional and/or national contract solutions under the rules and regulations of the New West Partnership Trade Agreement ("CETA") for this procurement, Canoe/Sourcewell is requesting proposals for Passenger and Crowd Flow Management Solutions and Related Products to result in a national contracting solution for use by its members.

Members include thousands of governmental, higher education, K-12 education, not-for-profit, tribal government, and other public agencies located in Canada.  A full copy of the Request for Proposals can be found on the Sourcewell Procurement Portal [https://proportal.sourcewell-mn.gov].  Only proposals submitted through the Sourcewell Procurement Portal will be considered.  Proposals are due no later than February 25 , 2025, at 4:30 p.m. Central Time, and late proposals will not be considered.

1. Sourcewell and Canoe are seeking proposals for Passenger and Crowd Flow Management Solutions and Related Products intended to promote efficient movement and safety of individuals utilizing airports, ports, railways, bus stations, and other public facilities including but not limited to the following:
   1. Passenger detection, movement, flow, tracking and counting at various touchpoints, curb-to-gate analytics;
   2. Passenger dwell, occupancy and service level monitoring, automatic passenger counting (APC);
   3. Queue management, wait times, foot fall traffic patterns and analytics, asset utilization;
   4. Unusual behavior detection and incident monitoring;
   5. Real-time Smart Transit Displays and Equipment;
   6. 3D vision and AI sensors for people & vehicle movement;
   7. Traffic flow dividers, panels, and stanchions; and
   8. Electronic and mobile check-in kiosks.

1. The primary focus of this solicitation is on Passenger and Crowd Flow Management Solutions and Related Products. This solicitation should NOT be construed to include “service-only” solutions. Proposers may include related services to the extent that these solutions are directly      complementary to the offering of the equipment and products being proposed.
2. This solicitation does not include those equipment, products, or services covered under categories included in pending or planned Sourcewell solicitations, or in contracts currently maintained by Sourcewell, identified below:
   1. Curb Management Technologies with Related Services (RFP# 120423)
   2. Parking Management Systems with Related Equipment, Supplies, and Services (RFP# 080321)
   3. Facility Security Systems, Equipment, and Software with Related Services (RFP# 121024)

1. A full copy of the Request for Proposals can be found on the Sourcewell Procurement Portal [https://proportal.sourcewell-mn.gov].  Only proposals submitted through the Sourcewell Procurement Portal will be considered. Proposer’s complete proposal must be submitted through the Sourcewell Procurement Portal no later than the date and time specified in the Solicitation Schedule. Any other form of proposal submission, whether electronic, paper, or otherwise, will not be considered by Sourcewell. Only complete proposals that are timely submitted through the Sourcewell Procurement Portal will be considered. Late proposals will not be considered. It is the Proposer’s sole responsibility to ensure that the proposal is received on time.
2. Following submission of proposals, negotiations may be permitted.
