PROJECT TITLE: SCI Laurel Highlands - Upgrade Camera System to IP

ESTIMATED RANGE: .4 Electrical – $2,000,000 - $3,000,000

LIQUIDATED DAMAGES = (.4) $1,500.00 per day.

There is no Bid Guaranty required for this Project.

DATE FOR RECEIVING BIDS IS THURSDAY, APRIL 10, 2025, AT 2:00 P.M.

The Pre-Bid Conference will take place on Thursday, March 27, 2025, at 11:00 A.M., at SCI Laurel Highlands, 5706 Glades Pike, Somerset, PA 15501. Meeting space in Building 9, Maintenance Offices located on the north side of campus.

CLIENT AGENCY REQUIREMENTS: A Security Clearance Check is required for onsite access to the Pre-Bid Conference. ALL attendees MUST send a completed Centralized-Clearance-Check-Information-Request Form and a PREA Form, by email to Jim Hirsch (jhirsch@pa.gov) no later than 03-12-2025. No exceptions. The forms can be found in the documents tab, attached to the Advertisement in e-Market Place and the Project Manual Folder within e-Builder. No phones, cameras, laptops or electronic devices are permitted within the fenced perimeter. Note: Attendance at the Pre-Bid Conference is not mandatory. The Department of General Services Capital Programs and the Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO) identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals. However, BDISBO did not set SDB and/or VBE participation goals for those procurements that are less than the $600,000 threshold required to set either goal. In addition, there will be no points allocated toward SDB/SB participation for this procurement. This is a significant programmatic change from the SDB and SB Participation program contained in prior Projects issued by Capital Programs. Bidders now must agree to meet the SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. Refer to the Instructions to Bidders section regarding Small Diverse Business and Veteran Business Enterprise Participation for further information.

The Goals for each Prime Contract is as follows: SDB AND VBE GOALS
