The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center (AKFSC), intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with City and Borough of Juneau, to procure the following:
Year-round moorage for a 36-foot research vessel, ancillary storage and crane access services located in Juneau, Alaska. Moorage service are in support of the mission requirements of the Small Boat Program. The ancillary storage is for vessel gear, dive gear, and marine mammal entanglement response gear. The government currently provides electrical service for the storage area, with the exception of the power provided to any other vessels also moored at this location. The vendor will ensure that the facilities are kept in a serviceable condition and will arrange for repairs as needed. Repairs beyond normal wear and tear will be negotiated with the government separately.
The City and Borough of Juneau (CBJ), Docks and Harbors, operates four (4) marinas in Juneau. Douglas Harbor, Harris Harbor, Aurora Harbor, and Statter Harbor. They also maintain moorage at the former site of the Auke Bay Laboratory, identified as the Auke Bay Marine Station (ABMS). They have moorage available for vessels from 20 ft up to as large as 120 ft. CBJ provides the ability to tie up at our primary moorage, as well as any of the other three moorages on a space available basis at no additional fee.
The applicable Size Standard is North American Industry Classification System (NAICS) Code 488310, with a Small Business size standard of $47.0 M.
Due to location, availability, size requirements and the ability to use other moorage locations at no additional cost, the City and Borough of Juneau, Docks & Harbors is the only vendor that will meet our needs.
The Government intends to negotiate a firm fixed price contract. This Special Notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing. Submissions are due no later than July 18, 2025 at 5pm Eastern Time. Oral communications are not acceptable in response to this notice. Responses may be emailed to Christie.Lang@noaa.gov. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only can City and Borough of Juneau, can provide the requirements stated above.
