1. Introduction
The City of Moore, on behalf of the Moore Fire Department, is accepting sealed competitive
bids from qualified vendors for the purchase of Self-Contained Breathing Apparatus (SCBA)
equipment compliant with all current applicable NFPA Standards (latest edition) and
meeting the specifications described herein.
2. Purpose
The Moore Fire Department seeks to purchase new SCBA units to enhance firefighter
safety, operational reliability, and standardization across the department. The department
intends to purchase equipment from one of the following major manufacturers:
Dräger
MSA
Scott / 3M Scott Fire & Safety
All proposed equipment must meet or exceed the performance standards listed in this
document.
3. Quantity
The initial purchase is anticipated to include:
SCBA Units: 65
4500 PSI Cylinders: 145
Facepieces with Voice Amplifiers or Integrated Capability: 95
SCBA Quick Connect Fill Adapters: 13
Rapid Intervention Team (RIT) Pack Assembly: 6
TSI Porta Count Pro Fit Test Adapters with APR and N100 filters: 2
The City reserves the right to adjust quantities based on budget and pricing.
4. Minimum Technical Specifications
4.1 Standards Compliance
All SCBA submitted must:
Meet or exceed all current applicable NFPA Standards (current editions)
Be NIOSH approved
Meet all applicable federal, state, and OSHA regulations
4.2 Air Cylinder Specifications
4500 PSI operating pressure
30-minute rated duration
Quick-connect cylinder mounting system required
Carbon-wrapped or composite cylinders with DOT certification
4.3 SCBA Harness and Backpack Assembly
Lightweight, ergonomic, fire-service-grade frame, readily adjustable preferred
Adjustable and heat-resistant harness system
Rapid cylinder replacement capability
Integrated PASS device meeting NFPA requirements
Integrated telemetry meeting NFPA requirements
4.4 Facepiece Requirements
Full-face, positive-pressure design
Compatible with a powered voice amplification system
Anti-fog and resistant high-temperature lens
Universal fit options and multiple sizes available
4.5 Audio & Communication
Voice amplification system required.
Bluetooth or radio interface pairing capability.
4.6 Electronics & Safety
HUD or LED display showing cylinder pressure status
Integrated PASS alarm with automatic activation
Low-air warning both audible and visual
Battery systems that meet NFPA performance requirements
If rechargeable, provide pricing for charging station and spare battery pack.
4.7 RIT Pack Assembly
4500 PSI operating pressure
60-minute rated duration
RIT SCBA
4.8 Hydrostatic Testing & Warranty
Cylinders must comply with DOT hydrostatic test intervals
SCBA and electronics to include manufacturer’s standard full warranty
5. Required Bid Submittals
All vendors must submit:
1. Complete and comprehensive pricing sheet (unit and extended pricing)
2. Clearly list the pricing for any optional features
3. Cost of spare batteries, battery chargers
4. Cost for initial fit test mask sizing before purchase
5. Cost of brand specific software for Posi-check 3 test bench
6. Cost of software, equipment for pairing radio to SCBA
7. Cost for custom lettering, logo, numbering, and/or color of cylinder
8. Manufacturer and model numbers
9. Technical literature and data sheets
10. Clearly state the warranty details, terms, duration, associated cost for each
component
11. State specifically any, and all regularly scheduled maintenance and requirements
outlined by that manufacture that must be completed and documented to maintain
any and all warranties
12. Any Specialty tools, adapters, lubricants for maintenance, repair and flow testing.
13. Delivery timetable, cost
14. Service and maintenance capability, local service center capabilities, repair time
15. Terms of SCBA training included (minimum one training session per shift)
16. Cost of onsite SCBA tech class per person.
17. All deviations and exceptions, no matter how slight, shall be clearly explained in
writing with the bid proposal
Failure to provide full comprehensive documentation may result in bid rejection.
6. Evaluation Criteria
The Moore Fire Department will evaluate bids based on:
Compliance with specifications
Equipment performance and durability
Total cost of ownership
Warranty and maintenance support
Training provided
Delivery schedule
Wear trial scoring and feedback from employees
Price alone will not determine award selection.
7. Terms & Conditions
The City of Moore reserves the right to reject any or all bids, waive technicalities, and
are the sole judge of suitability of the equipment for its intended use.
The City further specifically reserves the right to make and award in the best interest
of the fire department and its citizens.
The fire department reserves the right to select what it feels is the best fit to fulfill
the needs of the bid request regardless of the final price provided by the vendor.
Payment terms will be negotiated at final award.
All equipment must be new and not refurbished.
