Purchase and Install Standby Diesel Generator
Questions and Concerns received from Monster Auto Corp dba Guam Auto Spot on August 14, 2026.
1. Does the genset and ATS need to be US made with aluminum enclosure?
Response: See Amendment #2.
Questions and Concerns received from Shinko Pacific, Inc. on August 14, 2026.
1. GENERATOR: “Full aluminum enclosure weather protection and sound dampening for lownoise
application, with muffler and/or exhaust.”
QUESTION:
FYI, currently checking with Manufacturer Aluminum Generator could be a long lead item and could affect
the required completion date of project.
Response: The requirement for a full aluminum weather-protective and sound-dampening enclosure
remains unchanged. The enclosure shall include the required muffler and/or exhaust system and shall
meet the performance requirements specified in the solicitation.
2. GENERATOR: “Provide heavy equipment/crane lift and/or transport new and old generator.”
QUESTION:
Does the old Generator need to be transported out of the Tumon Police Precinct? If yes, advise on the
locations.
Response: See Amendment #2.
3. Automatic Transfer Switch
QUESTION:
Please advise on the Load Amperage service.
Response: See Amendment #2, under “General Requirements”. The existing service amperage and
connected load are not specified in the bid documents. The successful bidder shall field-verify the
existing electrical service, service amperage, and connected load prior to purchase and installation. The
successful bidder shall furnish and install an ATS properly rated for the existing 120/208 VAC, 3-phase
electrical system or compatible with the generator provided.
The ATS shall be appropriately sized based on verified site conditions, applicable NEC requirements,
and the manufacturer’s requirements for both ATS and generator. All associated equipment and

connections necessary for a complete, safe, and fully operational installation shall be included in the
bidder’s scope.
4. Bidder shall replace the existing chain-link door of the enclosure with a new aluminum louvered door with
locks.
QUESTION:
Please clarify if the “Buy American act” applies for new aluminum doors?
Response: No, the Buy American Act does not apply to the new aluminum doors.
5. The bidder shall be responsible for the removal of the existing generator unit, enclosure, fuel tank,,etc
QUESTION:
During the site visit there was no external fuel tank. Please clarify if there are any Fuel tank to be removed
or install?
Response: Yes, the fuel tank is attached underneath the existing generator unit and must be removed.

submitted to the General Services Agency via email to bids@gsadoa.guam.gov no later than 5:00 PM, Tuesday,
September 1, 2026.
