GENERAL REQUIREMENTS:
The successful bidder shall provide all labor, materials, equipment, supervision, permits, testing, and incidental work
necessary to remove the existing generator and install a new generator, fuel tank, Automatic Transfer Switch (ATS),
and all associated electrical components at the Guam Police Department Tumon/Tamuning Precinct.
The work shall include the safe removal and disposal of existing equipment and the complete installation,
connection, testing, and commissioning of the new generator system, including all required fuel and electrical work.
Electrical work shall include the ATS, feeders, conduits, conductors, disconnects, grounding, bonding, controls, and
connections necessary for a complete and operational system.
The successful bidder shall verify existing electrical service, connected load, and site conditions prior to installation.
The ATS and associated electrical equipment shall be properly sized for the new generator, applicable codes, and
manufacturer requirements.
All work shall comply with applicable Guam laws, building and electrical codes, fire and life-safety requirements,
environmental requirements, manufacturer specifications, and requirements of all authorities having jurisdiction.
The successful bidder shall obtain all required permits and approvals and coordinate all necessary shutdowns with
the Guam Police Department. The completed system shall be fully operational, tested, code-compliant, and
approved prior to final acceptance.
The generator set (genset), ATS, aluminum weatherproof/sound-attenuating enclosure, and associated equipment
shall comply with all applicable Federal Buy American Act and domestic-content requirements incorporated into this
solicitation.
Code of Federal Regulations (CFR) Part 200 §200.322 Domestic Preferences for Procurements.
(a) The recipient or subrecipient should, to the greatest extent practicable and consistent with law, provide a
preference for the purchase, acquisition, or use of goods, products, or materials produced in the United States
(including but not limited to iron, aluminum, steel, cement, and other manufactured products). The requirements of
this section must be included in all subawards, contracts, and purchase orders under Federal awards.
PROJECT DESCRIPTION AND LOCATIONS:
The scope of work for this project includes removing the existing generator and installing a new generator unit, fuel
tank, and automatic transfer switch at the Guam Police Department’s (GPD) Tumon/Tamuning Precinct in Tumon. The
removal and installation must comply with all approving agencies with jurisdiction and building code requirements.

Scope of Work:
The bidder must be responsible for the complete removal and installation of
a new standby generator unit, automatic transfer switch, and tank. The bidder
must be responsible for ascertaining pertinent conditions, such as the
location, accessibility, general character of the site, and the extent of existing
conditions within or adjacent to the site. No additional compensation will be
made by reason of any misunderstanding or error regarding the site, its
condition, accessibility, or the amount or kind of work to be performed.
The bidder shall be responsible for the removal of the existing generator unit,
enclosure, fuel tank, automatic transfer switch, conduits, wiring, feeders, and
other instrumentation deemed unnecessary for the new system.
Provide and install a new generator unit, enclosure, fuel tank, and automatic
transfer switch, along with conduits, wiring, feeders, and other
instrumentation deemed necessary for the new system, complete and ready
to use.
Bidder shall replace the existing chain-link door of the enclosure with a new
aluminum louvered door with locks. The Bidder is responsible for providing
and installing the new generator, enclosure, fuel tank, and ATS, based on the
given existing conditions and requirements. The new generator unit shall be
EPA engine-compliant and have a full fuel tank.
The bidder is responsible for installing new generator isolation or vibration
pads, as needed, to accommodate the new generator unit.
Perform automatic start-up by means of a simulated power outage to test
remote automatic start-up, load transfer, and automatic shutdown. Engine
coolant temperature, oil pressure, and battery charge level, along with
generator voltage, amperage, and frequency, shall be monitored throughout
the test.
Provide electrical works for sufficient power supply to existing power source.
The removal of the existing 55 kW generator and all associated debris;
Disposal/removal/recovery of existing fuel and fluids as per EPA Regulations
on Hazardous Materials & Debris Fuel Recovery, Hauling & Disposal; Hauling
& Disposal of Debris as per Guam EPA Regulations on Hazardous Materials.
Bidder shall transport old equipment only to locations approved by EPA,
including recycling facilities, landfills, hardfills, or other lawful disposal
locations, as applicable.
The bidder shall provide all management, supervision, engineering, quality
control, labor, equipment, materials, and supplies necessary to furnish and
install the standby generator unit and transfer switch, including services
incidental to the removal and installation to make the system work.

The bidder shall be professionally responsible for the services performed
under this contract. They should be responsive to all government criteria,
information, guidance, and review comments. All services shall be in full
compliance with the Federal and Local requirements, design codes and/or
guides.
The successful bidder shall provide an online diagram/shop drawing detailing
the installation of the new generator unit and automatic transfer switch
prepared/approved by a Master Electrician or Professional Engineer.
The successful bidder shall coordinate with the GPD coordinator on all
additional electrical requirements, as necessary.
The successful bidder shall coordinate their work with the agencies, local or
federal, with jurisdiction over permit review and approval, as needed.
All work areas shall be kept clean. Those areas used by the bidder’s employees
shall be kept as clean as possible at all times. No accumulation of debris will
be allowed. Debris shall be disposed of off-site daily, and job-site materials
must be confined to an area designated by the GPD coordinator.
Under any circumstances, the bidder shall secure the job site area thoroughly
protected and safe at the end of each working day.
The successful bidder shall submit a work schedule prior to commencing any
activity. Provide a schedule highlighting the major project milestones and the
specific completion dates for each activity.
The successful bidder shall be responsible for providing training for all
Government of Guam personnel involved in the maintenance and operation
of the new generator unit. Up to three (3) hard or soft copies of the
repair/service manuals shall be submitted to the GPD coordinator.

approving the work, as needed:
