until 2:00 PM, TUESDAY, AUGUST 13, 2026, at which time they will be publicly opened by the Department of Public Works of the County of Humboldt at a public meeting located at the parking lot of the building on 1106 Second Street, Eureka CA, for performing work as follows:
PUBLIC WORKS - 2026 ROAD MAINTENANCE SPROWEL CREEK CHIP SEAL OIL SERVICE

Bids are required for the entire work as described herein:
The work to be done consists of supplying chip seal emulsion, fog seal emulsion and two (2) spreader vehicles for Sprowel Creek Road in Garberville California as required by the Standard Specifications and these special provisions. Bidders are advised that the work must be completed within 45 working days. The Engineer’s Estimate for this work is: $164,600.

Printed copies of the contract documents may be obtained by prospective Bidders upon ADVANCE payment of a non-refundable printing and service charge in the amount of $17.00. Special Provisions reference the Caltrans Standard Specifications dated 2025.
The Contractor shall possess a C-32 Contractors License at the time this contract is awarded.
No pre-bid meeting is scheduled for this project.
This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990.
Inquiries or questions based on alleged patent ambiguity of the specifications or estimate must be communicated as a bidder inquiry prior to bid opening. Any such inquiries or questions, submitted after bid opening, will not be treated as a bid protest.
Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available at County of Humboldt, 1106 2nd Street, Eureka, CA. 95501 and available from the California Department of Industrial Relations’ Internet web site at

; Addenda to modify the Federal minimum wage rates, if necessary, will be issued to planholders that have purchased bid documents from the Department of Public Works at 1106 Second Street, Eureka, California, 95501. Future effective general prevailing wage rates which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates.

The hotline is part of the DOT's effort to identify and investigate highway construction contract fraud and abuse and is operated under the direction of the DOT Inspector General.
This project is being solicited under the California Uniform Public Construction Cost Accounting Act (Public Contract Code § 22000 et seq.) using the informal bidding procedures authorized by Public Contract Code § 22034. Notice of the project has been, or will be, provided in accordance with § 22034(a)(2) by transmitting a Notice Inviting Informal Bids to all construction trade journals listed in Public Contract Code § 22036. The County will also maintain documentation of all trade journal notifications issued for this project. Nothing in this Request for Quotation is intended to waive or modify the County’s obligations under CUPCCAA, and the procedures set forth herein are supplemental to the statutory informal bidding requirements.
