Sealed bids for the Downtown Revitalization Program - Facade Project, Phase XIII (Part 2) for Kirksville Regional Economic Development, Inc. (K-REDI) will be received until 3:00 pm on Thursday, May 7, 2026 at the office of the City Clerk, Kirksville City Hall, 201 S. Franklin Street, Kirksville, MO 63501 where at that place and time said proposals shall be publicly opened and read aloud. Any bids received after such date and time shall be returned unopened.
A Pre-Bid Conference Meeting will be conducted at 2:00 pm on Tuesday, April 21, 2026 in the second-floor conference room of City Hall, 201 S. Franklin St., Kirksville MO 63501.
Copies of the Bid Documents required for bidding purposes may be obtained from the City of Kirksville Community & Economic Development Department, 201 S. Franklin St., Kirksville, MO 63501, via email at sray@kirksville.gov.
The Project has been financed with the American Rescue Plan Act (ARPA) funding.
Bidders must be an Equal Opportunity Employer. All Minor Business Enterprises, Women Business Enterprises and Small Business Enterprises are encouraged to bid.
Bidders for this Project will be required to comply with State Prevailing Wage Rates. Requirements for bidders and contractors under this order are explained in the specifications.
Each bidder must deposit with his / her bid security in the amount, form and subject to the conditions provided in the Information for Bidders.
Bidders are informed that pursuant to Section 285.530, RSMo, as a condition of the award, the successful Bidder shall, by affidavit and provision of documentation, affirm its enrollment and participation in a federal work authorization program, with respect to the employees working in connection to the contracted services. Successful Bidder shall sign an affidavit affirming that it does not knowingly employ any person who is an unauthorized alien in connection to the contracted services. All rejected bidders will receive notifications of rejected bid.
All contractors and subcontractor doing work on the Project must require its on-site employees the ten-hour construction safety training program required under Section 292.675, RSMo, unless they have previously completed the program and have documentation of having done so.
The award of Contracts on this Project shall be predicated upon competitive bidding, and satisfactory performance of past work with the Missouri area. Said Bidder shall be determined for the Contract by summarizing the applicable low base bids and selection by K-REDI based on past performance of work.
Kirksville Regional Economic Development, Inc. (K-REDI) reserves the right to reject any and all bids and to waive all informalities in the bids. No bids may be withdrawn for a period of ninety (90) days subsequent to the specified time for receipt of bids.
