Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The John Cochran VA Medical Center requires two Becker Medical Vacuum Pumps to replace failed units that serve critical patient care areas. This Justification and Approval (J&A) supports the sole source procurement of two Becker Medical Vacuum Pumps from Wonder State Solutions to replace failed pumps serving patient care areas 83 Med/Surg beds, 6 Acute SCI beds, 4 GI procedure suites, and 4 Operating Rooms. Currently the hospital is on N+0 for a critical patient care medical gas system.
Immediate action is required to reduce risk of complete failure of the vacuum pumps. These pumps are vital for patient procedures and life-saving interventions. Pumps must be delivered within one week of award. Pumps must meet the technical requirements for compatibility with existing systems and ensure uninterrupted service to patient care areas.
The estimated value of this procurement is , and the pumps must be delivered and installed within one week to ensure continuity of patient care.
Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Urgency of Delivery: Wonder State Solutions is the only vendor capable of delivering the required pumps within one week, ensuring minimal disruption to patient
care. Competing vendors cannot meet the required delivery timeline, which is critical to addressing the current emergency.
Compatibility: The replacement pumps must be compatible with the existing vacuum system infrastructure at the John Cochran VA Medical Center. Wonder State Solutions is the only vendor that can provide pumps meeting these specifications within the required timeframe.

Statutory Authority Permitting Other Than Full and Open Competition:This procurement is being conducted under the authority of FAR 6.103-2 (Unusual and Compelling Urgency).
FAR 6.103-2 states: "When the agency's need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals."
Description of market research conducted and results or statement why it was not conducted: A market research effort was conducted to identify vendors capable of providing the required pumps within the necessary timeframe. The following methods were used:
Vendor Outreach: Contacted multiple vendors, but none could guarantee delivery within the required timeframe except Wonder State Solutions.
Given the urgency of the requirement, competition was not feasible.
