Section I. Background
The State of Connecticut is committed to increasing opportunities for integrated, high quality educational options for Hartford-resident students and students throughout Connecticut. As a demonstrated commitment to that effort, the Connecticut State Department of Education (CSDE) allocates funding for grants, such as this grant, to support interdistrict magnet schools in the Sheff region that provide themed educational programming and assist the State in meeting its obligations pursuant to the Sheff v. O’Neill (Sheff) litigation and the most recent stipulated agreement in that case, the Comprehensive School Choice Plan (CCP) . The Sheff Region as defined in the Sheff case includes the following towns: Avon, Bloomfield, Canton, East Granby, East Hartford, East Windsor, Ellington, Farmington, Glastonbury, Granby, Hartford, Manchester, Newington, Rocky Hill, Simsbury, South Windsor, Suffield, Vernon, West Hartford, Wethersfield, Windsor, and Windsor Locks. In terms of student participation, the Sheff Region extends to nearly all of the towns in the Greater Hartford Region.
The CCP articulates a complex and detailed strategic blueprint to increase opportunities for integrated, high quality educational opportunities for Hartford-resident students and students throughout Connecticut through a series of 42 Commitments. Among the Commitments, the state allocated grant funding to improve programming and attractiveness of choice options through enhanced sports opportunities to round out students’ educational experiences. The initial Sheff Region Interdistrict Magnet School Academic and Social Support Athletic grant, distributed in accordance with Commitment 19.f of the CCP, successfully facilitated the expansion and enhancement of access to athletic programming for magnet schools. Through this grant, the CSDE continues its funding support for the athletic programming initiatives started in prior year iterations of this award and looks to increase access to enhanced or expanded athletic programming for all Sheff Region magnet schools serving middle and high school aged students to round-out their academic experiences and promote interest in magnet schools, as required by the CCP.
Section II. Purpose
Through this grant, the CSDE seeks to continue expansion and enhancement of athletics programming opportunities for students attending interdistrict magnet schools in the Sheff Region.
The goal of the Sheff Interdistrict Magnet Academic and Social Support Athletics Programming Grant is to increase the involvement and enhance the experience of students in the middle and high school grade ranges participating in athletic programming at Sheff interdistrict magnet schools. These athletic programming options are important considerations in family decision-making and round out the educational experience for students at the higher grade levels, and as such, the CSDE is committed to continuing its support of extracurricular opportunities at Sheff interdistrict magnet schools through sports to meet the goals of the CCP.
Section III. Eligible Applicants
Within available appropriations, the Commissioner of Education may make grants for academic support programs and summer school educational programs to the entities listed in C.G.S. § 10-264l(c)(3) which operate the interdistrict magnet schools set forth in Appendix A. These entities provide academic support programs and summer school educational programs approved by the Commissioner and assist the state in meeting its obligations pursuant to the CCP. The CSDE will award these academic and social support grants for athletic programming in two grant categories, including an entitlement-based allocation and a competitive-based allocation. First is an allocation to support the continuation of programming from enhanced and/or expanded athletic programming for eligible schools who received the athletics award allocated by Commitment 19.f of the CCP. The second allocation will be a competitive award for new enhancements or expansions for the magnet schools identified Appendix A, serving students from grades 6 through 12.
As indicated in Appendix A, the following entities are eligible to apply for this grant opportunity:
• Sheff magnet schools operated by a local board of education: East Hartford Public Schools (EHPS), HPS;
• Sheff magnet schools operated by a Regional Education Service Center (RESC): CREC; and
• Sheff magnet schools operated by a College Affiliated Operator (independent institution of higher education): GUES.
To be considered for this grant, any such interdistrict magnet school operator must submit a proposal that meets the requirements of this grant application and articulates the proposed strategies, actions, and athletic programs the operator will implement to provide Sheff Region interdistrict magnet school students with high-quality, athletic opportunities to support academic development, social-emotional well-being, community building, skills development, and physical fitness. Proposals must include a general budget and plan for identifying, developing and implementing meaningful athletic opportunities.
Eligible entities must submit a complete application for each eligible magnet school.
Eligible entities that do not submit a complete grant application by July 24, 2026 will not be eligible for funding pursuant to this competitive grant opportunity.
Section IV. Funding
Total funds for this competitive grant are up to $2,100,000 in Fiscal Year 2027 (FY27) pursuant to C.G.S. § 10-264l(c)(3) to fund athletic programming for Sheff Region interdistrict magnet school students that assist the state in meeting its obligations pursuant to the decision in the Sheff case. The funding allocation will be split into two grant categories, described below.
A. Athletic Programming Sustainability: Sheff Region interdistrict magnet schools that previously received athletic funding under Commitment 19.f of the CCP are eligible to apply for funding to sustain the enhanced or expanded athletic programming implemented in prior year iterations of this award. Eligible schools may request up to $70,000 for allowable operational costs directly associated with the expansion(s) or enhancement(s) of athletic programming implemented at the school from FY23 to FY26. Costs for the continued expansion of athletic programming added during prior year iterations of this award (i.e. expanding offerings to add new teams, such as Varsity, Junior Varsity, Freshman or Club Teams) may be requested through this grant category.
Total funding for this grant category will not exceed $1,190,000. All requested expenses must directly align with the aforementioned purpose and the allowable costs outlined in Section V of this RFP. Funds not requested for this opportunity will be reallocated to the competitive grant pool.
B. New Enhancements and/or Expansion of Athletic Programming (Competitive): All Sheff Region interdistrict magnet schools serving students enrolled in grades 6 through 12, including elementary-middle schools continuing to the 8th grade, that are identified in Appendix A, are eligible to apply for this competitive grant opportunity. Eligible schools may submit proposals to increase capacity and support the enhancement, expansion, or addition of athletic programming at their magnet school. Proposals may include costs for equipment, supplies, as well as facility enhancements to support the enhancement of expansion of athletic programming at the school.
Total funding for this competitive grant category will be $910,000, with the potential for additional funds depending on any reallocations made from the Athletic Programming Sustainability grant category. All proposals for this competitive grant opportunity will be reviewed using the scoring rubric found in Appendix C. Please note: Elementary-middle school applicants must submit a proposal to support athletic programming specifically for the middle school grade ranges, defined as grades 6-8.
This funding is in addition to, not in place of, the interdistrict magnet school operating grant provided pursuant to other subsections of C.G.S. § 10-264l and other funding provided by the CSDE and through other sources.
All awards will be in the form of reimbursement grants based on funds requests after funds are expended. Grants are not final until the execution of award letters and are subject to availability of funding. The level of funding and reporting requirements will be set forth in the notification of the grant award.
Section V. Allowable Activities and Costs
Submissions for this grant must include a detailed budget and plan for identifying, developing, implementing, and sustaining new, enhanced or expanded athletic programming. When determining how to use the funds from this grant, eligible entities should consider, at a minimum, the social needs of students enrolled in magnet schools, existing sports offered by the school, and the types of athletic activities that will improve and enrich students’ school experience.
Allowable costs for funding allocated to support the sustainability of athletic programming added in prior year iterations of this award, pursuant to Section IV.A of this RFP, must serve the purpose of the grant and may include:
• stipends for staff and coaches;
• salaries for an athletic coordinator or director;
• supplies directly connected to the continued expansion of a sports program or activity added in prior year iterations of the award, including uniforms;
• equipment directly connected to the continued expansion of a sports program or activity added in prior year iterations of the award up to a maximum of $10,000 per activity, excluding vehicles and drivable equipment;
• fees for school and student participation for sports activities added through prior year iterations of this award, including fees or costs associated for participation in the CIAC partner school program, game officials, and other related services directly connected to the expanded sports program or activity;
• pupil transportation to and from training and practice facilities and game/match locations for enhanced or expanded athletics programming;
• fees and travel costs for student participation in competitions or special events related to sports programming; and
• fees for facility or field use for training, practice, and/or games/matches for sports activities added through prior year iterations of this award.
Allowable costs for the competitive grant award allocation for new enhancements, expansion or addition of athletic programming pursuant to Section IV.B of this RFP must serve the purpose of the grant and may include, but are not limited to:
• stipends for staff and coaches, directly connected to the proposed new enhancements, expansion, or addition of athletic programming;
• salaries for an athletic coordinator or director, directly connected to the proposed new enhancements, expansion, or addition of athletic programming;
• supplies directly connected to the sports program or activity, including uniforms, software, and technology;
• equipment directly related to the proposed sports program or activity, up to a maximum of $10,000 per activity, excluding vehicles and drivable equipment;
• court resurfacing or facility enhancement;
• fees for school and student participation in new or expanded sports activities, including fees for membership in CIAC, for game officials, and other related services directly related to the sports program or activity;
• pupil transportation to and from training and practice facilities and game/match locations;
• fees and travel costs for student participation in competitions or special events related to sports programming;
• costs associated with participation in partnerships designated and/or authorized by the CIAC; and
• fees for facility or field use for training, practice, and/or games/matches.
Interdistrict magnet schools that are unable to purchase services within current resources may enter into cooperative agreements with other schools. Examples of such services include, but are not limited to, transportation services, shared equipment, combined clubs, programs or activities, and combined training programs.
Subcontractor/Vendor Guidelines
If a recipient enters an agreement to allocate grant funds to a partner, vendor, or another entity, the CSDE will consider the agreement between the recipient and the outside entity a “subcontract.” All subcontracts are subject to the terms of the CSDE grant funding source, and the grantee is held solely responsible for the performance of the subcontractor, including all safeguards related to child safety such as background checks, relevant licensing requirements, and ensuring that all subcontractors comply with all state and federal laws. Additionally, a copy of the CSDE approved funding application must be provided to the subcontractor as an attachment to the subcontract. The CSDE Program Manager may require fully executed subcontracts to be submitted to include as an addendum to the approved grant application. The CSDE reserves the right to communicate directly with the subcontractor about the terms and conditions of the funding and details of the subcontract. The CSDE further reserves the right to withhold reimbursement for subcontracted work or services until the fully executed subcontract is submitted to the CSDE Program Manager.
As set forth above, allowable costs must be directly related to the purpose of this grant and the implementation of expanded or enhanced athletic programming. Costs for other activities, programs, and supports may be approved beyond those listed in this section.

Funds must be used to supplement, not supplant, interdistrict magnet schools’ athletic offerings. All budgeted expenses must clearly support the proposed strategies. All offerings must be made at no additional cost to participants. Indirect costs are not allowable for this funding opportunity.
Section VI. Grant Period
The CSDE will award this grant in FY27 with a total award amount of up to $2,100,000 for all grantees.
Successful submissions will provide a detailed ED114 budget form (ED114) and budget narrative for FY27.
The FY27 grant period for this award begins July 1, 2026 and ends June 30, 2027. All fund requests must be submitted by no later than June 11, 2027 to receive payment.
Section VII. Application Requirements
Eligible entities must submit a separate application packet for each eligible school (see appendix A). Schools eligible to apply for both the Athletic Programming Sustainability and the competitive New Enhancements and/or Expansion of Athletic Programming grant categories must submit separate program narratives and budgets that clearly align with their respective category.
To be considered, proposal submissions must conform with the required proposal outline and include the components listed below in order to be considered for a grant award.

• Executive Summary: This section should identify if the applicant is seeking funds for A. Athletic Programming Sustainability, B. New Enhancements and/or Expansion of Athletic Programming, or both, and include a description of the proposed athletics programming, identifying the needs to be addressed with the funding and how the funding will be used to address the identified need. If applying for the continuation of enhanced or expanded programming, this section should include information detailing the success of grant implementation from FY23-FY26, and how the school will continue to expand, enhance, or sustain those athletic opportunities for students in FY27.
This section must include a statement committing to participate in two program status check-ins with a team consisting of the Athletic Director or designated coordinator, central office staff, as well as any other person or persons designated by the operator, and the CSDE Program Manager, either by phone, virtual meeting, or at the school location. Section VIII. Review of Proposal and Grant Awards
Only proposals that meet the application requirements detailed in Section VII will be reviewed for award.
The CSDE will convene a panel to review all completed applications meeting minimum requirements detailed in Section VII. Grant awards will be negotiated and accepted, with modifications, if necessary, in time for final award. Applications for the competitive grant category will be rated using the rubric in Appendix C.
The CSDE reserves the right to award in part, or to reject a proposal, in its entirety or in part, if, in its judgment, the best interest of the state would be served. After receiving the grant application, the CSDE reserves the right to not award all grants, to negotiate specific grant amounts, to waive technical errors or omissions, and to select certain grantees, regardless of points awarded, as part of the evaluation process to meet the Connecticut State Board of Education’s priorities and the commitments in the CCP.
All awards are subject to availability of funds. Grants are not final until award letters are executed.
The CSDE will notify applicants of the acceptance or rejection of their proposals in writing. The level of funding and effective dates of the projects will be set forth in the notification of the grant award.
Section IX. Freedom of Information Act
All the information contained in an application submitted in response to this Request for Proposals is subject to the provisions of the Freedom of Information Act (FOIA), C.G.S. Sections 1-200 et seq. The FOIA provides that, except as provided by Federal or State law, records maintained or kept on file by any public agency (as defined in the statute) are public records and every person has the right to inspect such records and receive a copy of such records.
Section X. Management Control of the Program
The grantee has complete management control of this grant. While CSDE staff may be consulted for their expertise upon award, they will not be directly responsible for the selection of vendors, nor will they be directly involved in the expenditure and payment of funds.
Section XI. Fiscal Responsibility and Reporting Requirements
The grantee will be responsible for adherence to all state and federal regulations governing expenditures, accounting, and reporting requirements.
The grantee shall prepare and submit all required reports identified in this application by the communicated deadline, unless the CSDE Program Manager grants an extension in writing. The CSDE reserves the right to withhold payment or reimbursement of funds until all communicated reporting requirements are completed. Grantees must complete all communicated End of Year and/or Project reporting requirements for this grant period prior to receiving future fiscal year iterations of this grant award.

a. description(s) of each athletic sport, program, or activity to be funded through, or impacted by this proposal, including grade(s) served, target number of students to be served, program schedule, and format (interscholastic, club, or intramural):
i. indicate if the proposal is for the expansion, enhancement, or addition of athletic programming for the school;
ii. provide process for identifying student interest and/or student participation information for each proposed program or activity;
iii. identify the proposed costs to be funded through this grant, ensuring they align with the allowable costs identified in Section V of this RFP;
iv. provide specific details on proposed program or activity operations, participation, and outcomes for the requested programming or activities; and
v. if applying for facility enhancements, supplies, or equipment, provide a description of the need to be addressed with this funding, how you determined there was a need, the intended impact, and length of useful life for the proposed costs.
b. When applicable, identification of any partners, or vendors, including any proposed Memoranda of Agreement/contract(s) with said partners or vendors. If a partner or vendor has not yet been identified, a description of what services will be sourced to potential partners and expected budget:
i. describe the qualifications of the partner/vendor;
ii. indicate whether the association is from an existing or preexisting partnership or contract relationship and the impact of that relationship on student support systems;
iii. describe how proposed partner(s) or vendor(s) will be used to facilitate and enhance athletic programming relative to academic development, social-emotional well-being, and/or community building; and
iv. describe the timeline for securing the partner/vendor and the plan for implementation.
c. inclusion of a comprehensive timeline for planning and implementation of the proposed sport(s), program(s), activity(ies), or facility enhancement(s);
d. sustainability plan(s) for the proposed enhancement(s) or expansion(s) of/for athletic programming at the school, including the ability to support operation(s) or maintenance (when applicable) in future years without grant funding;
e. description of plan for tracking student participation by sport, program, or activity, and evaluation of effectiveness; and
f. description of process for outreach to potential student participants.
