Description
Introduction
The Defense Logistics Agency (DLA) – Aviation – is conducting market research to identify potential sources which may possess expertise, capabilities, and experience in providing a long-term contract material support solution for identified National Stock Numbers (NSNs). The intention of this effort would be to include as many of these items as possible under a singular contract vehicle. This effort would encompass a Performance Based Logistics (PBL) outcome-based contract to a single awardee with incentives and disincentives based on performance.
The attached spreadsheet represents the current population of items DLA is seeking input on. This spreadsheet also contains a tab for you to record your responses to this Request for Information (RFI). Please see below for information on the proposed scope of this effort, general questions pertaining to this RFI, information pertaining whom to send your RFI response, and the requested response date.

Contract Type – Transactional Supplier Initiated Ordering (SIO)

A Transactional Supplier Initiated Ordering (SIO) contract is a Performance Based Logistics (PBL) contract type in which an awardee would be responsible for forecasting on-contract items and coordinating with DLA for delivery order issuance to the awardee for delivery to a DLA Distribution Center/s to fulfill current and/or future projected requirements. Under this contract type, the awardee would be responsible for monitoring and planning adequate material support within the DLA Distribution Network to support current/future projected demands.

Material Availability is calculated as the number of orders received over a specified period which were filled and did not incur a back-order status divided by the total orders received within the period.

Aged Backorders > 180 days

Aged backorders > 180 days is calculated as the number of backorders which have remained outstanding and unfilled in the DLA system for a period greater than 180 days.

Inventory Turns

Inventory Turns are calculated as a ratio of items sold over a specified period divided by the average inventory value.

This Request for Information (RFI) is being released solely for information, market research, and planning purposes. It does not constitute an RFP or a promise to issue an RFP in the future. This Market Survey/RFI does not commit DLA to contract for any supply or service. DLA is not seeking proposals at this time and will not accept unsolicited proposals. Respondents are advised that DLA will not pay for any information or administrative costs incurred in response to this Market Survey/RFI. All costs associated with responding to this Market Survey/RFI will be solely the responding party's expense. Responses shall not include proprietary information. Any responses that are marked proprietary will not be considered. Please be advised that all submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Market Survey/RFI.
