The Alaska Railroad, Corp. (ARRC) is requesting Construction services for the Seward Port
Avenue Pedestrian Underpass Project. The alignment has been cleared and partially grubbed
and cleared of debris. The Project will complete grading and pave the walkway to allow
pedestrians to travel below Port Avenue.

Offers Will Be Received Until 3:00 PM Local Time on September 14, 2026
Pre-Bid/Site Visit: A non-mandatory site visit will be held on Wednesday, September 9, 2026,
at 11:00 am. We will meet in front of the ARRC Cruise Ship Terminal and walk over to the location.
Attendees should plan on being at the meet location by 10:45 am. You must register to attend the
pre-bid by 3:00 pm Friday, September 4, 2026. If no firms register, the pre-bid may be cancelled.
A representative of the ARRC will conduct a safety briefing and will provide an escort onto ARRC
property for the site visit. Hardhats, safety vests, protective footwear, and safety glasses will be
required, and must be supplied by attendees. This is not a mandatory meeting, although
interested firms are encouraged to participate.
ARRC shall not be held responsible for bidder’s lack of understanding of what is required by this
bid. Should a bidder not understand any aspect of this bid, or require further explanation, or
clarification regarding the intent or requirements of this bid, it shall be the responsibility of the
bidder to seek guidance from the ARRC.
ARRC reserves the right to reject any and all bids, or any part thereof, negotiate changes in bids,
accept any bids or any part thereof, waive minor informalities or defects in any bids, and not to
award the proposed contract if it is in the best interest of the ARRC.
ARRC may award a contract resulting from this solicitation to the low responsive offeror whose
offer conforming to this solicitation will be the most advantageous to the ARRC. ARRC may reject
any or all offers if such actions is in the best interest of ARRC, and waive informalities and minor
irregularities in offers received. Any resulting contract from this solicitation shall incorporate the
Standard Instructions, and General Terms and Conditions incorporated in this solicitation.
This solicitation is not to be construed as a commitment of any kind nor does it commit the ARRC
to pay for any costs incurred in the submission of an offer or for any other incurred cost prior to
the execution of a formal contract
BIDDER/VENDOR TERMS AND CONDITIONS: PROSPECTIVE BIDDERS ARE CAUTIONED
TO PAY PARTICULAR ATTENTION TO THIS CLAUSE. Bidder/contractor imposed terms and
conditions which conflict with this Invitation to Bid terms and conditions are considered counter
offers and, as such, will cause the Alaska Railroad Corporation to consider the bid
non-responsive. ARRC Standard Specifications for Construction March 2025 Edition
(Orange Book) may be found at Forms & Resources | Alaska Railroad.
BONDS: Bid, Payment, and Performance Bonds will be required for any bids over $100,000.
If a bidder attaches additional terms and conditions as part of the bid, such attachments must be
accompanied by a disclaimer stating that in the event of conflict between the terms and
conditions of this Invitation to Bid and the terms and conditions of the bidder/contractor, the
terms and conditions of the Invitation to Bid will prevail. Lease agreements shall be reviewed by
ARRC Contracts department.
ARRC Disadvantaged Business Enterprise (DBE) Program: ARRC is an equal opportunity
corporation that encourages the participation of DBEs as prime contractors and subcontractors
on its contracts funded in whole or in part by the Federal Transit Administration (FTA) or the
