The City of Harlingen is requesting Statements of Qualifications for Harlingen Mobility Master Plan. The purpose of the
Harlingen Mobility Master Plan is to develop a comprehensive, data-driven strategy to improve multimodal mobility, safety,
and connectivity throughout the City of Harlingen. The plan will identify and prioritize roadway, pedestrian, bicycle, and trail
improvements that enhance access to neighborhoods, schools, parks, employment centers, and regional corridors. The
project supports federal transportation goals by promoting safety, system reliability, and expanded mobility options while
laying the groundwork for future federally funded transportation improvements.
Interested submitters must register to request an RFQ packet with the Purchasing Office at Purchasing@harlingentx.gov.
The deadline for submission is 2:00 p.m., Tuesday, May 12, 2026 in the Purchasing Office located at 404 S. 54th Street,

Notice is hereby given that the City of Harlingen, Texas is requesting Statements of Qualifications
for:
RFQ NO. 2026-10 Harlingen Mobility Master Plan
The City of Harlingen is requesting Statements of Qualifications for Harlingen Mobility Master Plan.
The purpose of the Harlingen Mobility Master Plan is to develop a comprehensive, data-driven
strategy to improve multimodal mobility, safety, and connectivity throughout the City of Harlingen.

All RFQ packets received and time stamped by the proposal submittal deadline shall be accepted
as timely submitted. Proposals submitted after the Proposal due date shall not be accepted.
Proposals will be opened promptly at the time and date specified. The responsibility for submitting
a proposal on or before the stated time and date is solely and strictly the responsibility of the
Proposer. The City of Harlingen will in no way be responsible for delays caused by mail delivery or
caused by any other occurrence. All expenses involved with the preparation and submission of
proposals to the City of Harlingen, or any work performed in connection therewith, shall be borne
by the Proposer.

INSTRUCTIONS TO RESPONDENTS
RFQ NO. 2026-10 Harlingen Mobility Master Plan
The City of Harlingen requests the submission of Statements of Qualifications (SOQs) which may
lead to the award and execution of a Professional Services Agreement with a qualified firm
experienced in transportation and mobility planning. The selected firm must be licensed to practice
in the State of Texas, as applicable, and demonstrate expertise in multimodal planning, corridor
analysis, and development of implementation-focused planning documents.
The City will receive sealed Statements of Qualifications for professional services to develop the
Harlingen Mobility Master Plan. The scope of services will include, but is not limited to, project
management, data collection and analysis (including traffic, safety, and multimodal conditions),
development of conceptual corridor improvements, public and stakeholder engagement, and
preparation of a comprehensive Mobility Master Plan.
The selected firm will be responsible for delivering a data-driven and actionable planning document
that identifies and prioritizes transportation improvements for roadway, pedestrian, bicycle, and trail
infrastructure. The scope shall also include coordination with the Texas Department of
Transportation (TxDOT) and other relevant agencies, preparation of planning-level environmental
documentation (as applicable), development of cost estimates, and preparation of an
implementation strategy to support future funding opportunities and project advancement.
All deliverables shall be prepared in accordance with applicable local, state, and federal guidelines,
including TxDOT requirements for planning studies and federally funded projects, as applicable.
Statements of Qualifications will be accepted until Tuesday, May 12, 2026 at 2:00 P.M. ANY
RESPONSE RECEIVED AFTER THAT TIME WILL NOT BE OPENED AND WILL BE
RETURNED.
